This graduation project examines how Modigliana—a piedmont town in Emilia–Romagna severely affected by the May 2023 floods—can rebuild a resilient relationship with its rivers. Situated at the confluence of three rivers, the project proposes an ecological-spatial-governance framework for river-town coexistence, integrating flood risk management with the renewal of socio-spatial connections. Three interlinked strategies—Ecological Resilience, Spatial Resilience, and Governance Resilience—address both hydrological hazards and urban fragmentation, reimagining the river not only as an ecological corridor, but also as a system of riverside public spaces that operate as a public realm and cultural connector. The project aims to advance a systemic, adaptive, and replicable model for post-disaster recovery in high-vulnerability piedmont contexts, where water systems function simultaneously as life-sustaining resources and sources of persistent risk.
Questo progetto di tesi analizza come Modigliana — un centro pedecollinare dell’Emilia-Romagna gravemente colpito dalle alluvioni del maggio 2023 — possa ricostruire una relazione resiliente con i propri corsi d’acqua. Situata alla confluenza di tre torrenti, la ricerca propone un quadro integrato ecologico–spaziale–istituzionale per la coesistenza tra fiume e città, integrando la gestione del rischio idraulico con il rinnovamento delle connessioni socio-spaziali. Tre strategie interconnesse — Resilienza Ecologica, Resilienza Spaziale e Resilienza di Governance — affrontano sia i rischi idrologici sia la frammentazione urbana, reinterpretando il fiume non solo come corridoio ecologico, ma anche come sistema di spazi pubblici rivieraschi capaci di operare come infrastruttura civica e connettore culturale. Il progetto mira a sviluppare un modello sistemico, adattivo e replicabile per la ricostruzione post-disastro in contesti pedecollinari ad alta vulnerabilità, nei quali i sistemi idrici funzionano simultaneamente come risorse vitali e come fonti persistenti di rischio.
