Artificial Intelligence (AI) is increasingly embedded in democratic processes and e-participation platforms, reshaping how citizens, experts, and institutions interact within public decision-making. While AI enables large-scale deliberation and data-driven coordination, it also raises challenges related to transparency, public understanding, and the balance of perspectives in governance processes. Much existing research approaches these issues from technical, ethical, or regulatory perspectives, paying limited attention to how communication design mediates the encounter between publics and AI-supported systems. This thesis examines how communication design structures the conditions under which participation becomes intelligible, navigable, and meaningful in AI-mediated e-participation environments. Drawing on deliberative democracy, sociotechnical mediation, and participatory design theory, it develops an analytical framework to investigate how transparency and institutional coordination are configured through interface structures, workflow sequencing, and representational strategies. Methodologically, the research combines a systematic literature review with a qualitative comparative case study of two Horizon Europe projects: ORBIS and MultiPoD. Through document analysis and structured examination of participatory architectures, the study analyses how each initiative configures citizenship, distributes interpretive roles, and supports or constrains public reasoning in AI-supported governance. The findings indicate that communication design plays a constitutive role in shaping how algorithmic mediation becomes visible, how participation is structured across actor groups, and how legitimacy is negotiated in complex governance settings. Rather than functioning as a secondary interface layer, communication design operates as a mediating practice that redistributes interpretive authority among citizens, facilitators, and institutions. By articulating a design-oriented perspective on AI-supported participation, the thesis contributes to debates on democratic governance, algorithmic mediation, and the role of design in sociotechnical systems.
L’Intelligenza Artificiale (IA) è sempre più integrata nei processi democratici e nelle piattaforme di e-partecipazione, trasformando il modo in cui cittadini, esperti e istituzioni interagiscono nei processi decisionali pubblici. Sebbene l’IA consenta deliberazioni su larga scala e forme di coordinamento basate sui dati, essa solleva anche questioni legate alla trasparenza, alla comprensione pubblica e all’equilibrio delle prospettive nei processi di governance. Gran parte della ricerca esistente affronta tali questioni da prospettive tecniche, etiche o regolatorie, dedicando minore attenzione a come il design della comunicazione medii l’incontro tra i pubblici e i sistemi supportati dall’IA. Questa tesi esamina come il design della comunicazione strutturi le condizioni entro cui la partecipazione diventa intelligibile, navigabile e significativa negli ambienti di e-partecipazione mediati dall’IA. Facendo riferimento alla teoria della democrazia deliberativa, alla mediazione sociotecnica e al design partecipativo, sviluppa un quadro analitico volto a indagare come la trasparenza e il coordinamento istituzionale siano configurati attraverso strutture di interfaccia, sequenze di workflow e strategie rappresentazionali. Dal punto di vista metodologico, la ricerca combina una revisione sistematica della letteratura con uno studio di caso comparativo qualitativo di due progetti Horizon Europe: ORBIS e MultiPoD. Attraverso l’analisi documentale e un esame strutturato delle architetture partecipative, lo studio analizza come ciascuna iniziativa configuri la cittadinanza, distribuisca i ruoli interpretativi e sostenga o limiti il ragionamento pubblico nella governance supportata dall’IA. I risultati indicano che il design della comunicazione svolge un ruolo costitutivo nel rendere visibile la mediazione algoritmica, nel strutturare la partecipazione tra diversi gruppi di attori e nel negoziare la legittimità in contesti di governance complessi. Piuttosto che funzionare come un livello di interfaccia secondario, il design della comunicazione opera come pratica mediatrice che ridistribuisce l’autorità interpretativa tra cittadini, facilitatori e istituzioni. Articolando una prospettiva orientata al design sulla partecipazione supportata dall’IA, la tesi contribuisce al dibattito sulla governance democratica, sulla mediazione algoritmica e sul ruolo del design nei sistemi sociotecnici.
