Contemporary policy-making is increasingly faced with “wicked problems”, complex challenges whose boundaries and implications are difficult to define. Within this scenario, innovative and alternative ways of conceiving responses to these problems emerge, among which design has established itself as a particularly fitting resource. Based on an extensive literature review, this thesis analyses how design has earned importance in the field of public institutions throughout decades, evolving from an instrumental discipline to a true model of thinking, “design thinking”. The knowledge gathered is then applied to the ongoing efforts toward climate transition at the EU level, operationalised by Green Deal and the subsequent Mission-Driven platform of NetZeroCities (NZC). Focusing on the Italian context, the research introduces and explores NZC’s project “Let'sGOv”, which brought together 9 cities in a joint network for accelerating climate transition. Building upon the outcomes of the concluded project, the cities aim to consolidate their collaboration in the configuration of a National Platform, a process facilitated by NZC. As the process in that direction is still underway, this thesis provides a framework for the next steps towards the common goal, accompanied by guidelines for the upcoming work based on the experience of relevant case examples.
Il policy-making contemporaneo si trova sempre più spesso ad affrontare “wicked problems”, sfide complesse da definire nei loro contorni e nelle loro implicazioni. In questo scenario emergono modi innovativi e alternativi di concepire le risposte a questi problemi, tra cui il design si è affermato come una risorsa particolarmente adatta. Basandosi su un’ampia revisione della letteratura, questa tesi analizza come il design abbia acquisito importanza nel campo delle istituzioni pubbliche nel corso dei decenni, evolvendosi da disciplina strumentale a vero e proprio modello di pensiero, il “design thinking”. Le conoscenze acquisite sono poi applicate agli sforzi in corso verso la transizione climatica a livello dell'Unione Europea, resi operativi dal Green Deal e dalla successiva piattaforma Mission-Driven di NetZeroCities (NZC). Concentrandosi sul contesto italiano, la ricerca introduce ed esplora il progetto “Let'sGOv” di NZC, che ha riunito 9 città in una rete congiunta per accelerare la transizione climatica. Sulla base dei risultati del progetto concluso, le città mirano a consolidare la loro collaborazione nella configurazione di una Piattaforma Nazionale, un processo facilitato da NZC. Poiché il processo in tal senso è ancora in corso, questa tesi fornisce un quadro di riferimento per i prossimi passi verso l'obiettivo comune, accompagnato da linee guida per il lavoro futuro basate sull'esperienza di casi esempio rilevanti.
