Administrative and bureaucratic complexity in Italy represents a major obstacle to migrant integration. It limits access to fundamental services and related rights. To analyse this issue, this thesis develops and tests a survey tool. The tool is based on the "Mediation Grammar" framework (CWA 18014) and affordance theory. It is designed to evaluate user experience across three core pillars: language accessibility, information adequacy, and actualisation of rights. The tool was applied to key procedures in the city of Milan: Residence Permit, Fiscal Code, Residence Certificate, and ISEE. Results highlight systemic criticalities, especially the barriers posed by technical jargon, inconsistent support, and a lack of awareness of rights tied to individual documents. The complexity of these processes limits the survey's ability to map all vulnerabilities at the level of individual steps. However, the tool provides a broad and accurate picture of the current situation. It lays solid groundwork and leaves room for future developments to optimise public service accessibility.
La complessità amministrativa e burocratica in Italia rappresenta un ostacolo primario per l'integrazione dei migranti, limitando l'accesso ai servizi fondamentali e ai relativi diritti. Per analizzare questa problematica, il presente lavoro sviluppa e testa un questionario basato sul framework "Mediation Grammar" (CWA 18014) e sulla teoria delle affordance, strutturato per valutare l'esperienza degli utenti attraverso tre pilastri: accessibilità linguistica, adeguatezza delle informazioni e attualizzazione dei diritti. L'applicazione dello strumento su procedure chiave (Permesso di Soggiorno, Codice Fiscale, Certificato di Residenza e ISEE) nella città di Milano evidenzia criticità sistemiche, in particolare legate alla barriera del gergo tecnico, alla disomogeneità del supporto e alla ridotta consapevolezza dei diritti connessi ai singoli documenti. Sebbene l'intricata natura di tali iter permetta al questionario di mappare solo parzialmente queste vulnerabilità a livello dei singoli passaggi, lo strumento riesce a fornire un'immagine ampia e corretta della situazione reale, ponendo solide basi e lasciando spazio a futuri sviluppi per l'ottimizzazione dell'accessibilità ai servizi pubblici.
