Youth disengagement from education and employment represents one of the most pressing socio-economic challenges in contemporary Europe. The NEET condition (Not in Education, Employment or Training) embodies multidimensional and structurally embedded vulnerabilities that conventional policy interventions have struggled to address effectively. Although co-production has been increasingly framed as a transformative governance paradigm capable of redistributing power and enhancing institutional responsiveness, its application to structurally disengaged youth remains conceptually under-systematised and empirically under-explored. This dissertation investigates co-production with young people in NEET conditions with a dual objective: to reconstruct the conceptual and organisational boundaries of youth co-production in the literature and to empirically examine how co-evaluation practices can be designed and institutionalised within a local governance setting. The study adopts a dual methodological strategy, combining a structured conceptual literature review with an action research pathway conducted within the PROXIMO project in Milan. This integrative design enables the triangulation of theoretical reconstruction and situated empirical experimentation, allowing conceptual frameworks to be critically examined through practice-based implementation. The literature review reveals strong normative commitments to participation and power-sharing, yet persistent definitional ambiguity and, most notably, the absence of a consolidated evidence base explicitly addressing co-production with young people in NEET conditions. The action research findings indicate that meaningful engagement depends on trust-based relational infrastructures, recognition of experiential knowledge, flexible participation arrangements, and formalised feedback mechanisms capable of translating youth contributions into institutional learning processes. By bridging conceptual analysis and empirical experimentation, this research advances a NEET-sensitive co-production framework and contributes to the theoretical consolidation of participatory governance in contexts of youth structural disengagement.
L’allontanamento dei giovani dai percorsi di istruzione e dal mercato del lavoro costituisce una delle principali sfide socio-economiche dell’Europa contemporanea. La condizione NEET (Not in Education, Employment or Training) racchiude vulnerabilità multidimensionali e strutturalmente radicate che le politiche tradizionali hanno faticato ad affrontare. Pur affermandosi come paradigma di governance trasformativo, volto alla redistribuzione del potere e al rafforzamento della responsività istituzionale, la co-produzione con giovani in marginalità strutturale rimane teoricamente poco sistematizzata ed empiricamente poco esplorata. La tesi analizza la co-produzione con giovani NEET con un duplice obiettivo: ricostruirne i confini concettuali nella letteratura ed esaminare come pratiche di co-valutazione possano essere progettate e istituzionalizzate in un contesto di governance locale. Lo studio combina una revisione concettuale della letteratura con un percorso di ricerca-azione sviluppato nel progetto PROXIMO a Milano, integrando ricostruzione teorica e sperimentazione empirica e sottoponendo i quadri concettuali a verifica critica in contesto. L'analisi della letteratura evidenzia un forte orientamento normativo verso la partecipazione e la condivisione del potere decisionale, ma anche persistenti ambiguità definitorie e l’assenza di evidenze consolidate sulla co-produzione con giovani NEET. La ricerca-azione mostra che un coinvolgimento significativo presuppone infrastrutture relazionali fondate sulla fiducia, riconoscimento del sapere esperienziale quale risorsa epistemica, dispositivi partecipativi flessibili e meccanismi strutturati di restituzione, condizioni essenziali per attivare processi di apprendimento istituzionale. Integrando analisi concettuale e sperimentazione empirica, la ricerca delinea un quadro di co-produzione sensibile alla condizione NEET e contribuisce al consolidamento teorico della governance partecipativa nei contesti di marginalità giovanile strutturale.
