Territorio sospeso: metodologia progettuale per il riuso temporaneo dell'incompiuto pubblico

Alongside the consolidated image of Italy as a country with extraordinary historical, artistic, and landscape heritage, another reality extends: an unfinished Italy, suspended in time, rejected. A dialectic that moves between abandoned landscapes, a continuous accumulation of concrete, and utilitarian policies that have given rise to the proliferation of unfinished public works across the country. These “desert cathedrals” represent not only an economic waste but also a wound in the territory. In recent years, there have been many attempts to address the phenomenon; in particular the “Incompiuto, la nascita di uno stile” (2018), edited by Alterazioni Video and Fosbury Architecture, interprets and catalogues unfinished works between the post-war period and 2014 as a possible new architectural style, attributing to them the paradoxical status of contemporary monuments. At the same time, in 2012, the Anagrafe delle Opere Incompiute was established, the official national register with the aim of registering all public works not completed within the six-month budget period, thus providing a (only) economic reading of the problem. Starting from this dual perspective —on the one hand administrative failure, on the other the latent potential of this heritage — this research identifies the Unfinished as a project opportunity. The goal is to define an approach strategy that is a valid alternative to the logic of land consumption linked to new construction, giving voice to the fragilities of the context and the communities that live there. The systematic cross-referencing of the 2018 Catalogue and the Anagrafe has allowed us to update and integrate the former and to develop a reading system based on specific parameters, digitally searchable and equipped with unique interpretative keys. This process led to the definition of a design methodology oriented towards the reversible and sustainable reuse of the Unfinished, based on a system of variables – state of the work, design action, construction technology, and economic dimension – to reinterpret this phenomenon not as a work to be completed or demolished, but as a resource to be reactivated.

Accanto all’immagine consolidata dell’Italia come Paese dallo straordinario patrimonio storico, artistico e paesaggistico si estende un’altra realtà: un’Italia incompiuta, sospesa nel tempo, rifiutata. Una dialettica che si muove tra paesaggi abbandonati, un continuo accumulo di cemento e politiche utilitaristiche che han dato il via al proliferare di opere pubbliche incompiute sul territorio nazionale. Queste “cattedrali del deserto” rappresentano non solo uno spreco economico ma anche una ferita nel territorio. Negli ultimi anni sono stati molti i tentativi di affrontare il fenomeno; in particolare il progetto “Incompiuto. La nascita di uno stile” (2018), curato da Alterazioni Video e Fosbury Architecture, interpreta e cataloga le opere incompiute tra il dopoguerra e il 2014 come un possibile nuovo stile architettonico, attribuendo loro il paradossale statuto di monumenti contemporanei. Parallelamente, nel 2012, è stata istituita l’Anagrafe delle Opere Incompiute, con l’obiettivo di censire tutte le opere pubbliche non completate entro il semestre di bilancio, fornendo così una lettura (solo) economica al problema. A partire da questa doppia prospettiva — da un lato il fallimento amministrativo, dall’altro le potenzialità latenti di questo patrimonio — la presente ricerca individua nell’Incompiuto un’opportunità progettuale. L’obiettivo è definire una strategia di approccio che sia una valida alternativa alla logica del consumo di suolo legata alle nuove costruzioni, dando voce alle fragilità del contesto e delle comunità che lo vivono. L’incrocio sistematico tra il Catalogo del 2018 e l’Anagrafe ha permesso di aggiornare e integrare il primo e di elaborare un sistema di lettura basato su parametri specifici, consultabile digitalmente e dotato di chiavi interpretative univoche. Questo percorso ha portato alla definizione di una metodologia progettuale orientata al riuso reversibile e sostenibile dell’Incompiuto, fondata su un sistema di variabili – stato dell’opera, azione progettuale, tecnologia costruttiva e dimensione economica – per rileggere tale fenomeno non come opera da completare o demolire, ma come risorsa da riattivare.
