This thesis proposes a model of urban regeneration for Pula based on the reactivation of its 19th-century military infrastructure. The primary objective is to evaluate whether the historic fortification system can operate as a contemporary civic framework while preserving the structural identity of the city. The central component of the work is the architectural project for the adaptive reuse of Fort Monvidal. The research combines historical-structural analysis, urban mapping, and architectural design. It examines how the Naval Arsenal and defensive network shaped Pula’s spatial organization and long-term development. It also identifies the gradual weakening of civic centralities, the increasing dominance of tourism, and the neglect of military heritage structures, many of which remain abandoned and deteriorating. On this basis, the thesis develops a strategic urban framework that interprets the existing fortifications not as isolated monuments but as latent urban elements capable of supporting new public functions. The proposal does not replace the historical layer but builds upon it, introducing a contemporary architectural intervention that extends the city’s continuity rather than erasing it. Within this framework, Fort Monvidal is redesigned as a neighborhood civic center providing cultural, educational, and social functions. The thesis demonstrates that targeted architectural interventions embedded in a broader urban logic can reactivate neglected heritage structures and generate new civic centralities without compromising the historical character of Pula.

La presente tesi propone un modello di rigenerazione urbana per Pola basato sulla riattivazione delle infrastrutture militari ottocentesche. L’obiettivo principale è valutare se il sistema storico di fortificazioni possa operare come quadro civico contemporaneo, preservando al contempo l’identità strutturale della città. Il fulcro del lavoro è il progetto architettonico di riuso di Forte Monvidal. La ricerca combina analisi storico-strutturale, lettura morfologica e sviluppo progettuale. Viene esaminato il ruolo dell’Arsenale navale e della rete difensiva nella formazione dell’organizzazione spaziale e nello sviluppo urbano di Pola. Parallelamente si evidenziano l’indebolimento delle centralità civiche, la crescente predominanza del turismo e la progressiva trascuratezza del patrimonio militare, con numerose fortificazioni oggi abbandonate o in stato di degrado. Su questa base, la tesi definisce un quadro urbano strategico che interpreta le fortificazioni esistenti non come monumenti isolati, ma come elementi urbani latenti capaci di accogliere nuove funzioni pubbliche. L’intervento non sostituisce il livello storico, ma vi si innesta, introducendo un’architettura contemporanea che estende la continuità urbana senza alterarne il carattere. All’interno di questo sistema, Forte Monvidal viene trasformato in un centro civico di quartiere destinato ad attività culturali, educative e sociali. La tesi dimostra che interventi architettonici mirati, inseriti in una logica urbana coerente, possono riattivare strutture patrimoniali trascurate e generare nuove centralità civiche senza compromettere il carattere storico di Pola.
