This thesis examines the role and challenges of medium-sized cities in addressing the spillover effects of housing pressure from surrounding large urban centers, using the city of Monza and its relationship with the Milan metropolitan area as a case study.From the perspectives of housing demand – supply dynamics, urban attractiveness, and spatial spillover effects, the analysis investigates Monza’s housing market. It seeks to clarify the mechanisms through which Milan’s housing pressure is transmitted to adjacent areas, drawing on demographic data, transport accessibility information, industrial structure, and real estate market data. The findings indicate that Monza’ s high connectivity and relatively lower housing costs compared to Milan enhance its attractiveness to incoming population flows. However, the growing external demand is intensifying pressure on local housing affordability and generating potential socio-spatial inequalities. The thesis highlights the importance of regional-scale planning coordination, strengthening rental market regulation, and expanding the supply of affordable housing in order to promote a more stable and equitable housing system. The results show that Monza’s strong commuting connectivity and relatively lower housing costs enhance its attractiveness to incoming populations, while growing external demand is intensifying local housing affordability pressures and potential socio-spatial inequalities. The thesis highlights the need for coordinated regional planning, stronger rental regulation, and expanded affordable housing supply to promote a more stable and equitable housing system.
Questa tesi esamina il ruolo e le sfide delle città di medie dimensioni nell’affrontare gli effetti di spillover della pressione abitativa proveniente dai grandi centri circostanti, prendendo come esempio la città di Monza e la sua relazione con l’area metropolitana di Milano. Partendo dalle prospettive della dinamica domanda–offerta abitativa, dell’attrattività urbana e degli effetti di spillover spaziale, l ’ analisi indaga il mercato abitativo di Monza, cercando di mettere in luce i meccanismi attraverso cui la pressione abitativa di Milano si trasmette alle aree limitrofe, utilizzando dati demografici, informazioni sull’accessibilità dei trasporti, sulla struttura industriale e sul mercato immobiliare. I risultati evidenziano che l ’ elevata connettività di Monza e i costi abitativi relativamente più bassi rispetto a Milano ne accrescono l ’ attrattività per la popolazione in ingresso. Tuttavia, la crescente domanda esterna sta intensificando le pressioni sull ’ accessibilità abitativa locale e generando potenziali disuguaglianze socio-spaziali. La tesi sottolinea l ’ importanza di un coordinamento della pianificazione a scala regionale, del rafforzamento della regolazione del mercato degli affitti e dell ’ ampliamento dell ’ offerta di edilizia accessibile, al fine di promuovere un sistema abitativo più stabile ed equo.
