The research inquires into the return of scientism in urban planning. Taking as a specific area of study the emerging field of urban science, the research challenges the state of affairs in current decision-aid practices for urban planning wherein a distinctive scientistic aptitude is forwarded by the reliance to alleged data-driven modes of urban governance. Whereas the quest for the scientization of planning knew several waves, what currently marks the main difference between the claim for a real science of the city and the many historical precedents is the explicit, systematic effort to define the scope of a ‘new urban science’. Not a discipline per se but rather a multidisciplinary field combining physics and complexity theory with computer science and digitalization. The topic is thematized through and addressed by resorting to two research hypotheses, different and yet not reciprocally exclusionary. The first research question suggests that the scientistic aptitude characterizing urban science underpins a pervasive rhetoric aimed at legitimizing new urban experts in the context of a global restructuring of epistemic communities in the domain of planning and governance. The second hypothesis, instead, understands the scientization of planning as an unprecedented paradigm shift destined to reshape the ontological, epistemological and methodological basis of the discipline. Urban science plays a critical role herein, as it introduces the knowledge practices characteristic of the natural sciences into the strategic phase of planning decision-making. To understand the possible ramifications of such a scientistic posture, the study conceptualizes, and dives into, the ‘dark side’ of urban science. Far from being an alleged novel field, urban science has inherited from the smart city movement the unresolved legacy of a modernist approach to planning issues. Such a legacy stretches back to the attempt, pursued by the theorists of the doctrine of rational planning, to establish technoscientific rationality and problem-solving techniques as the foundational principles of any planning practice. Urban science perpetuates this modernist approach by pursuing quantification, control and depoliticization (the three pillars of the ‘dark side’) as the distinctive traits of both its theoretical endeavors and research enterprises. Whereas delineating a comprehensive conceptual framework of the modernist underpinnings of urban science, the study envisages a targeted exploration of an urban science research laboratory, wherein city officials, scientists and business operators cooperate to enhance scientific knowledge about the city. Through a qualitative assessment of the Senseable Stockholm Lab initiative, the mechanisms of knowledge and technology transfer in the context of a collaborative arena are unpacked. Key findings from the case study suggest that a gap exists between the rhetoric of urban science and the state of play in public administration. While in the short run such a gap seems destined to endure, evolutionary trajectories in urban science that are described in the conclusive remarks of the study show how, inside out the current paradigm, there’s the potential for rethinking the knowledge-action framework in public action.
La ricerca indaga il ritorno dello scientismo nella pianificazione urbana. Individuando come area di studio il campo emergente della scienza urbana, la ricerca mette in discussione le attuali pratiche di supporto alle decisioni nella pianificazione urbana caratterizzate da un'attitudine scientista che persegue modalità di governance dei processi urbani basate sui dati. Mentre la scientificazione della pianificazione ha conosciuto diverse ondate, ciò che attualmente segna la principale differenza tra la fondazione di una vera scienza della città e i numerosi precedenti storici è lo sforzo esplicito e sistematico di definire il perimetro di una ‘nuova scienza urbana’. Non una disciplina in sé, bensì un campo multidisciplinare che unisce fisica e teoria della complessità con informatica e digitalizzazione. La tesi affronta questo argomento ricorrendo a due ipotesi di ricerca, diverse ma non reciprocamente escludenti. La prima domanda di ricerca suggerisce che l’attitudine scientista che caratterizza la scienza urbana è alla base di una retorica pervasiva volta a legittimare nuovi esperti urbani nel contesto di una ristrutturazione globale delle comunità epistemiche nel campo della pianificazione e della governance. La seconda ipotesi, invece, intende la scientificazione della pianificazione come un cambiamento di paradigma senza precedenti, destinato a rimodellare le basi ontologiche, epistemologiche e metodologiche della disciplina. La scienza urbana svolge qui un ruolo fondamentale, poiché introduce le pratiche di conoscenza caratteristiche delle scienze naturali nella fase strategica del processo decisionale di pianificazione. Per comprendere le possibili ramificazioni di una simile postura scientista, lo studio concettualizza e approfondisce il ‘lato oscuro’ della scienza urbana. Lungi dall’essere un campo nuovo del sapere, la scienza urbana ha recepito dal movimento delle smart cities l’eredità irrisolta di un approccio modernista alle questioni di pianificazione. Tale eredità risale al tentativo, perseguito dai teorici della dottrina della pianificazione razionale, di stabilire la razionalità tecnoscientifica e le tecniche di risoluzione dei problemi quali principi fondamentali di qualsiasi pratica di pianificazione. La scienza urbana perpetua questo approccio modernista perseguendo la quantificazione, il controllo e la depoliticizzazione (i tre pilastri del ‘lato oscuro’) come tratti distintivi dei propri sforzi concettuali e di ricerca. Ad un quadro concettuale completo dei fondamenti modernisti della scienza urbana, questo studio affianca l'esplorazione mirata di un’iniziativa in cui funzionari comunali, scienziati e operatori commerciali collaborano per migliorare la conoscenza scientifica della città. L’analisi qualitativa delle attività di ricerca del Senseable Stockholm Lab, incentrata sui meccanismi di trasferimento di conoscenze e tecnologie, suggerisce che esiste un divario tra la retorica della scienza urbana e lo stato delle cose nella pubblica amministrazione. Mentre nel breve periodo tale divario sembra destinato a durare, le traiettorie evolutive nella scienza urbana descritte nelle osservazioni conclusive dello studio mostrano come, al di là del paradigma attuale, vi sia il potenziale per ripensare il quadro conoscenza-azione nell’azione pubblica.
