The growing urgency of addressing climate change has placed the heat pump industry under significant regulatory pressure. The European Union Regulation (EU) 2024/573 prohibits the use of F-gases with a Global Warming Potential (GWP) equal to or greater than 150 in monobloc heat pumps up to 12 kW from 2027, with a complete ban on all F-gases for the same category from 2032. In this context, R290 (propane), despite its excellent thermodynamic performance, presents flammability concerns that drive manufacturers towards alternative low-GWP refrigerants. R454C, a blend of R32 and R1234yf with a GWP of approximately 148, is itself an F-gas and will therefore also be subject to the 2032 ban; however, the regulation provides safety-based derogations that may allow its continued use in applications where flammability constraints preclude the adoption of A2L or A3 refrigerants such as R290. This work develops a steady state thermodynamic model of an air-to-water heat pump, employing a brazed plate heat exchanger on the water side and a finned tube on the air side, analysed in both heating and cooling modes. The model is validated against experimental test data collected on the R290 unit and subsequently applied to compare the performance of R290 and R454C across different operating conditions and heat exchanger layouts, where layout refers to the choice of parallel-flow or counterflow arrangement in each heat exchanger. Results show that R454C performance remains significantly lower than R290 under equivalent conditions. The only configuration that allows a meaningful reduction of this gap requires counterflow arrangements in both heat exchangers combined with an internal heat exchanger, at the cost of increased system complexity and higher component costs.
