The Lecco Vivinclusi initiative was born from the desire to make the city of Lecco more inclusive and accessible, and aims to develop a Plan for the Removal of Architectural Barriers (PEBA) with a broad vision, going beyond the common notion of merely removing physical architectural barriers and promoting a culture based on participatory inclusivity according to the principles of Universal Design. As part of the Lecco Vivinclusi pathway, the Leccoforall strand aims to identify primary accessibility routes to the various urban spaces of Lecco’s historic center, and subsequently to redevelop and repurpose the Vallo adjacent to Lecco’s municipal library, with the goal of creating a new cultural hub available to the local community. The purpose of developing a PEBA for the city of Lecco is to define a strategic framework within which synergistic actions can be developed, defined in a participatory manner together with the community and local stakeholders, in order to propose solutions in the interest of the people of Lecco. Modern cities face increasingly complex challenges: obsolete infrastructure, degraded suburbs, and the urgent need to reduce land consumption. In this context, urban regeneration emerges as a strategic solution to transform existing urban spaces, improving citizens’ quality of life and promoting sustainable territorial development. Urban regeneration represents an innovative approach to transforming urban areas that goes beyond simple building renovation. It is a complex process that involves the comprehensive recovery of degraded spaces through targeted interventions that simultaneously consider the physical, social, and economic aspects of the territory. The recovery of such areas today represents an opportunity for territorial revitalization and for sustainable urban development. The success of redevelopment is closely linked to its degree of integration with the city and to its ability to create cultural, tourist, economic, and social opportunities. This thesis concerns the redevelopment of the Vallo adjacent to the historic city walls of Lecco, at the foot of the municipal library. The project’s objectives are to enhance the existing heritage and to relaunch the area so as to restore its lost centrality and make it available to the local community. The general idea is based on creating, at an urban scale, a synergistic system to promote integration and cooperation among the people and institutions of Lecco. The concept of “building a network” is realized through a study of strategic nodes located around Lecco’s historic center and the connections that can be established by inserting gathering spaces usable by local users to encourage social relations. The LeBUP! pathway’s urban project objective is to create an accessible route for everyone that orbits the historic center of Lecco, where several strategic nodes are identified and the history of Lecco’s ancient walls is illustrated. The final objective of the thesis project will be the development of a redevelopment and recovery plan for the Vallo of Lecco’s municipal library. It will therefore be necessary to devise solutions to rehabilitate this space and to propose the appropriate structural analyses to verify the stability of the walls.
