The issue of crude oil and strategic raw material supply represents a key element for the proper economic development of every country. In light of current international dynamics, the assessment and comparison of different transportation solutions for such commodities becomes particularly relevant in order to ensure the continuity of supply. This thesis aims to define a decision support system for the comparison of alternative crude oil transportation solutions, which will be applied in detail to the considered alternatives. The proposed system is developed through the application of multi-criteria operational research methodologies, capable of integrating heterogeneous criteria that cannot be directly compared with each other; in particular, transportation costs, environmental emissions and geopolitical and intrinsic vulnerabilities associated with the considered transportation alternatives will be analysed. In the initial sections, data concerning transportation demand, the risks associated with the current crude oil supply chain and the parameters required for the comparison of the different alternatives will be identified, based on the macro-criteria and sub-criteria considered significant. The decision support system will subsequently be implemented through the application of the AHP and PROMETHEE II methods, respectively used to define the weights assigned to the different criteria and to construct the final ranking. Starting from the defined weights, a ranking of the considered solutions will therefore be established. Finally, several sensitivity analyses will be conducted in order to evaluate the robustness of the results with respect to variations in selected significant parameters.
Il tema dell’approvvigionamento di petrolio greggio e di materie prime strategiche rappresenta un elemento cardine per il corretto sviluppo economico di ogni Paese. Alla luce delle attuali dinamiche internazionali, assume particolare rilevanza la valutazione e il confronto tra differenti soluzioni di trasporto di tali materie, al fine di garantire la continuità degli approvvigionamenti. Il presente lavoro si pone l’obiettivo di definire un sistema di supporto alle decisioni per il confronto di soluzioni alternative di trasporto del greggio, che sarà applicato nel dettaglio alle soluzioni considerate. Tale sistema viene sviluppato attraverso l’applicazione di metodologie di ricerca operativa multi-criteria, in grado di integrare criteri eterogenei e non direttamente confrontabili tra loro; in particolare, verranno analizzati i costi di trasporto, le emissioni ambientali e le vulnerabilità geopolitiche e intrinseche associate alle alternative di trasporto considerate. Nella prime sezioni verranno individuati i dati riferiti alla domanda di trasporto, ai rischi associati all’attuale catena di approvvigionamento di greggio e alle grandezze necessarie per il confronto tra le diverse alternative sulla base dei macro-criteri e sotto-criteri ritenuti significativi. Il sistema di supporto alle decisioni verrà successivamente implementato facendo ricorso all’applicazione dei metodi AHP e PROMETHEE II, rispettivamente utilizzati per la definizione dei pesi attribuiti ai vari criteri e per la costruzione della graduatoria finale. Partendo dai pesi definiti, verrà quindi stilata una classifica delle soluzioni considerate. Verranno, infine, svolte alcune analisi di sensibilità utili a valutare la robustezza dei risultati al variare di alcuni parametri significativi.
