Milan's Area C congestion charge has reduced vehicle entries and improved air quality, but has not produced a structural shift in travel behaviour. Drivers approaching the boundary encounter enforcement with no alternative offered. The physical infrastructure such as parking lots, metro lines, and shared mobility services operate for modal shift exists. The digital platforms exist too. What is absent is the connective layer that makes these assets work together at the moment of decision. This thesis argues that the Area C boundary should be redesigned from a penalty point into a strategic transition interface, grounded in Verganti's Innovation of Meaning and the Design Proximity framework. A four-layer framework spanning physical infrastructure, platform, digital ecosystem, and governance is proposed to operate this new system connection. The proposed system introduces no new infrastructure. It redefines interchange parking lots as active micro-hubs, evolves MyAreaC into a mobile transition interface, and establishes a federated data-sharing architecture across public and private operators. A 5% modal shift from 70,930 daily entries is estimated to reduce CO₂ emissions by approximately 7,449 kg per day, with additional value across land use efficiency, time saving, and economic cost reduction.
La zona a traffico limitato Area C ha ridotto gli accessi veicolari e migliorato la qualità dell'aria, ma non ha prodotto un cambiamento strutturale nei comportamenti di mobilità. Chi si avvicina al confine della ZTL si trova davanti a un sistema sanzionatorio, senza che gli venga offerta alcuna alternativa concreta. Le infrastrutture fisiche esistono: parcheggi di interscambio, linee metropolitane, servizi di mobilità condivisa. Esistono anche le piattaforme digitali. Ciò che manca è lo strato connettivo capace di far funzionare questi elementi insieme, nel momento in cui l'utente deve prendere una decisione. Questa tesi sostiene che il confine dell'Area C debba essere ripensato non più come punto di penalizzazione, ma come interfaccia strategica di transizione modale, fondata sull'Innovazione del Significato di Verganti e sul framework del Design Proximity. Viene proposto a tal fine un sistema a quattro livelli, che comprende infrastruttura fisica, piattaforma, ecosistema digitale e governance, per rendere operativa questa nuova logica di connessione. Il sistema proposto non introduce nuove infrastrutture. Ridefinisce i parcheggi di interscambio come micro-hub attivi, evolve MyAreaC in un'interfaccia mobile per la transizione modale e istituisce un'architettura federata di condivisione dei dati tra operatori pubblici e privati. Uno spostamento modale del 5% rispetto ai 70.930 accessi giornalieri permetterebbe di ridurre le emissioni di CO₂ di circa 7.449 kg al giorno, con ricadute positive sull'efficienza nell'uso del suolo, sul risparmio di tempo e sulla riduzione dei costi economici complessivi.
