The eIDAS2 Regulation (EU 2024/1183) requires every European Member State to provide a digital identity wallet by the end of 2026, as part of the European Digital Identity (EUDI) Wallet framework. National wallets are being designed and deployed at very different speeds, yet no comprehensive, cross-country picture of this process exists. This thesis addresses that gap through an empirical study based on publicly available sources, analysed with a descriptive quantitative approach. It maps the near-totality of governmental wallet solutions across the European Union, the EEA and voluntarily-aligning states, organising them through an original three-level census that covers the Countries, the Wallets and the Credentials. The state of development of each national ecosystem is then synthesised into a composite measure, the EUDI Implementation Index. The analysis shows that the ecosystem is converging in form but remains highly uneven in substance: just under half of the solutions are operational and the largest group of countries is still in transition. The central finding is that the progress of a national wallet does not depend on the conditions usually assumed to drive it: digital maturity, regulatory obligation and participation in the European pilots are all weak predictors of national advancement. A set of benchmark cases confirms that excellence emerges along several distinct paths. The study contributes an original mapping of an under-documented ecosystem and a structured tool for comparing national implementations at a decisive moment in their development.
Il Regolamento eIDAS2 (UE 2024/1183) impone a ogni Stato membro dell'Unione di dotarsi di un wallet di identità digitale entro la fine del 2026, nell'ambito del quadro europeo dell'European Digital Identity (EUDI) Wallet. I wallet nazionali nascono a velocità molto diverse, ma manca ad oggi una visione complessiva che permetta di confrontarli tra i vari paesi. La tesi colma questa lacuna con uno studio empirico condotto su fonti accessibili al pubblico, successivamente analizzato con un approccio quantitativo descrittivo. Vengono mappate la quasi totalità delle soluzioni di wallet governative nell'Unione Europea, nello Spazio Economico Europeo e nei paesi che vi si allineano volontariamente, organizzandole in un censimento originale a tre livelli, dedicato ai Paesi, ai Wallet e alle Credenziali. Lo stato di sviluppo di ciascun ecosistema nazionale viene poi sintetizzato in un indicatore composito, l'EUDI Implementation Index. Quel che ne emerge è un ecosistema che converge nella forma ma resta disomogeneo nella sostanza: poco meno della metà delle soluzioni è operativa e il gruppo più numeroso di paesi è ancora in transizione. Il risultato centrale è che l'avanzamento di un wallet nazionale non dipende dai fattori che si tende a considerare come determinanti: maturità digitale, obbligo normativo e partecipazione ai pilot europei si rivelano tutti deboli predittori del progresso nazionale. Un insieme di casi benchmark conferma che l'eccellenza emerge lungo percorsi distinti. La tesi offre così una mappatura originale di un ecosistema poco documentato e uno strumento strutturato per confrontare le implementazioni nazionali in un momento decisivo del loro sviluppo.
