Le trasformazioni urbane nell'area metropolitana. Una proposta di attuazione per l'area D3 a Rozzano

The main aim of this thesis is to propose a possible plan for the D3 area which is situated within the Municipality of Rozzano. The area is placed at the intersection of some important road infrastructures which have always separated it from the rest of Rozzano’s territory. The thesis is developed into three main parts: the first one is theoretical, the second one is analytic because the context where the area is placed is analyzed, the third one is mainly planning. The first part, corresponding with the first chapter of the thesis, tries to understand the main urban instruments which would have had to manage the main city transformations and a particular attention is given to the Urban Plan – Progetto Urbano. For this reason the socio-economic trends which led to the decentralization out of the city limits of some functions of important influence, like the industry and the tertiary sector, have been studied. The consequent creation of wide empty urban spaces was the occasion to start with the Urban Plans – Progetti Urbani. Referring to this topic a reconstruction of the situation of Milan has been reported because the guidelines of the area D3 comes from the decisions carried out in the time for Milan. The second part, included in chapters two and three, is focalized on the analysis of the context where the area D3 is placed. The main historical and urban events that interested the development of the territory of Rozzano, since the 50’s, have been reported. Furthermore a particular attention has been dedicated to the comprehension of the trends and of the decisions which interested Milanofiori being the area D3 a portion of this last urban compartment. Finally in the fourth chapter, starting from this last analisys, a planning proposal for the area D3 is reported. The proposed plan tries, with some different planning solutions, to solve the condition of enclave which has been impeding the development of this area for long time. In particular with the proposed solutions a modification both of the ratio for each use destination and building capability have been undertaken (in the original plan only the office destination is permitted).

Questa tesi di laurea ha come obiettivo principale la proposta di una possibile soluzione progettuale per l’area D3, situata nel Comune di Rozzano. Si tratta di un’area localizzata all’intersezione di grandi infrastrutture di trasporto su gomma che l’hanno da sempre separata dal resto del contesto rozzanese. La tesi si sviluppa in tre parti principali: la prima di carattere teorico, la seconda di analisi del contesto in cui si inserisce l’area e la terza di carattere progettuale. Nella prima parte, che occupa il primo capitolo della tesi, si è cercato di comprendere quali sono stati gli strumenti urbanistici che hanno cercato di gestire le grandi trasformazioni delle città, ponendo maggior attenzione al tema del progetto urbano. Per fare questo, sono state studiate le dinamiche socio-economiche che hanno portato al trasferimento fuori dalle città delle funzioni considerate impattanti, quali l’industria e il settore terziario; la conseguente creazione di grandi vuoti urbani è stata l’occasione per avviare i grandi progetti urbani. A questo aspetto è stata affiancata una ricostruzione del caso milanese in quanto le previsioni per l’area D3 derivano dalle scelte urbanistiche attuate nel tempo per Milano. Nella seconda parte, che interessa il secondo e il terzo capitolo, è stata approfondita la fase di analisi del contesto territoriale in cui si inserisce l’area D3. Sono state ricostruite le vicende storiche ed urbanistiche che, dagli anni Cinquanta, hanno interessato lo sviluppo di Rozzano. Inoltre, molta importanza è stata posta alla comprensione delle dinamiche e delle scelte che hanno interessato il comparto Milanofiori poiché l’area D3 è parte integrante di questo settore urbano. Partendo da queste analisi, nel quarto ed ultimo capitolo, si avanza una proposta di attuazione per l’area D3. Il progetto proposto cerca, attraverso diverse soluzioni progettuali, di risolvere la condizione di enclave che blocca da tempo lo sviluppo di questa area. In particolare si è proceduto con la modifica sia delle quote per ciascuna funzione insediabile (nelle precedenti previsioni è ammessa la sola funzione terziaria), sia delle potenzialità edificatorie consentite per l’area.
