In recent years, firstly economic financial crisis and then the consequent social instability aggravated the precarious relationship between citizens and Public Administration. Public Engagement, defined as the practice of involving citizens in public decision-making, and its online version, electronic participation (eParticipation), could be the initial answer to this problem. Social software in particular, easing contents creation and sharing, could foster relations, by enabling public service co-creation. Despite the growing interest of academics and professionals regarding social software adoption by the public sector, there has been a narrow development of empirical research, especially in Italy. The main scope of this work is to cover this gap, describing the diffusion level of social software in fostering public engagement. To reach this objective, a web site research was conducted. It led to study not only institutional website, but also every external social platform that Public Administration adopted to attract citizens. The web site analysis concerned every main municipality of Italian Provinces, permitting to outline social software diffusion in every area of Italian country. Main results of this empirical research are first of all the list of social software adopted and statistical correlations between themselves and between them, geographic area and municipality size. Then, the ways social software are used by citizens and Public Administration are noticed, observing participation levels achieved, updating frequency and contents. The results underline that no municipality involved citizens in policy-making by social software. Nevertheless, an advanced adoption was noticed in large municipalities of Northern Italy and, although it couldn’t be used to reach the highest participation grade, the social network Facebook proved to be useful to know citizens points of view. Therefore, the work represents an exploring research to understand social software diffusion in Italian Public Administration.
Negli ultimi anni, la crisi economico-finanziaria e la conseguente instabilità sociale hanno aggravato la precaria relazione tra i cittadini e la Pubblica Amministrazione. Il Public engagement, definito come il coinvolgimento dei cittadini nelle decisioni pubbliche, e la sua accezione online, l’eParticipation, possono rappresentare una prima risposta a questo problema. I social software, in particolare, facilitando la condivisione di contenuti, possono favorire la creazione di relazioni, abilitando la co-creazione del servizio pubblico. Nonostante il crescente interesse di accademici e professionisti riguardo all’utilizzo dei social software nel settore pubblico, si riscontra uno scarso sviluppo di studi empirici, soprattutto in Italia. Il principale scopo di questo lavoro è colmare questa mancanza, fornendo un quadro generale sul livello di diffusione dei social software per favorire il public engagement. Per raggiungere l’obiettivo, è stata condotta una ricerca per siti web, che ha portato a studiare non solo quelli istituzionali, ma anche ogni piattaforma sociale esterna utilizzata per attirare i cittadini. L’analisi dei siti ha riguardato i Comuni capoluogo di Provincia, permettendo di delineare la diffusione dei social software in tutto il territorio italiano. I principali risultati della ricerca sono innanzitutto la lista dei social software adottati e le correlazioni statistiche tra i software e tra questi, area geografica e dimensione dei Comuni. In seguito, sono state rilevate le modalità di utilizzo dei social software di cittadinanza e Pubblica Amministrazione, osservando i livelli partecipativi raggiunti, la frequenza di aggiornamento e i contenuti trattati. I risultati indicano che nessun Comune coinvolge i cittadini nelle decisioni tramite i social software. Si è costatata comunque un’adozione avanzata dei Comuni di grandi dimensioni del Nord Italia e, sebbene non possa permettere di raggiungere il più alto grado partecipativo, il social network Facebook si è rivelato utile per la consultazione dei cittadini. Il lavoro si presenta dunque come una ricerca esplorativa per capire la diffusione dei social software nella Pubblica Amministrazione italiana.
