Smart cities : l'applicazione di una strategia stratificata

The cities are recently expressing renovations in many fields. The causes of these changes may frequently be problematic: there is the certainty that the world population will increase and will move to the cities, the climate and environment are undergoing catastrophic changes, and consequently a negative impact on all activities will happen. In the last years the term "Smart City" has been used more often and in a lot of subjects, but his birth is not new. The fallacy that has risen in recent years is due to the fact that currently this topic is strongly discussed and its concrete diffusion is having a wide support in many cities worldwide. Unfortunately there are no documents which treat fully the validity of this theme; many times it was only connected to the environmental question or to the technological development, ignoring other factors, like the cultural and social ones. The purpose of this thesis is to create a clear and well articulated course, capable of giving to the reader a comprehensive package of information, divided in differed levels, and to increase at the same time the interest in this contemporary topic. It was necessary to begin the drafting with the definition of this new term and with the reasons that make it so important. A description of the precedent typology of the cities that influenced and brought deep inspirations in this new age follows this definition, through the stressing of the aspects that generated the “Smart city” concept. The practical approach in this area has been present in the past and is nowadays showing its importance. Many of these advances can be observed in the work of several research groups and during many worldwide conferences held in these years, that saw an increasing involvement of different States. Finally some specific european cities were analized. These cities have been chosen because of the strategies that they adopted wich reflect in the best way the image of the intelligent city. At the end of reading the term "Smart city" will no more be a common brand, connected to a few simple keywords, but will prove to be a wider and deeper container of numerous concepts whose complexity will not be ignored anymore.

Le città in questi ultimi anni stanno subendo dei rinnovamenti in numerosi settori. Le cause che li mobilitano, nella maggior parte dei casi, sono di natura problematica: esiste la certezza che la popolazione mondiale aumenterà e che la maggior parte di essa si sposterà verso le città, il clima e l'ambiente stanno subendo delle modifiche di carattere catastrofico e conseguentemente nasceranno ripercussioni negative su tutte le attività. Negli ultimi anni è stato utilizzato sempre più spesso e in maggiori occasioni il termine “Smart city” ma la sua nascita non è recente. La credenza che sia sorto in questi ultimi anni è da attribuire al fatto che attualmente è un argomento discusso con maggiore vigore e la sua diffusione pratica sta avendo un ampio riscontro su numerose città del mondo. Purtroppo non esistono testi che trattano ampiamente la validità di questo tema, molte volte è stato connesso unicamente alla questione ambientale o al tema dello sviluppo tecnologico, tralasciando altri fattori tra cui l'aspetto culturale e sociale. Lo scopo di questa tesi è quello di creare un percorso ben scandito, in grado di dare al lettore un pacchetto informativo esauriente su molteplici livelli e nello stesso tempo di aumentare l'interesse riguardo questo tema. E' stato necessario iniziare la stesura della tesi con la definizione di questo nuovo termine e con le motivazioni che lo hanno reso così importante. In seguito è stata eseguita l'analisi delle forme antecedenti di alcune tipologie di città che con il tempo si sono combinati creando la “Smart city”. L'impatto pratico in questo settore si sta rivelando di importanza fondamentale e molti di questi progressi sono osservabili nei lavori di numerosi gruppi di ricerca. Inoltre durante le numerose conferenze di livello mondiale ed europeo svoltesi in questi anni, oltre ad essere stati emanati documenti rilevanti è stato osservato un elevato coinvolgimento da parte di tutti gli stati partecipanti, diventati più numerosi con il passare degli anni. Infine sono state analizzate alcune città europee che, tramite gli interventi già avviati, hanno rispecchiato al meglio il percorso per diventare intelligenti. Alla fine della lettura il termine “Smart city” non corrisponderà più unicamente ad un comune brand. al quale vengono allegate poche idee chiave ms si rivelerà un semplice richiamo verbale connesso ad un concetto molto più ampio e articolato, i cui contenuti non potranno più essere ignorati.
