Regulatory reforms and investments in the telecommunications industry

The thesis means to investigate the relationship between reforms and investment in the telecommunications industry. The research is motivated by the need to enhance our understanding of conditions which foster the development of advanced communications systems. More particularly, in my research, I have empirically attempted to identify which factors in the new regulatory and market environment have increased or rather inhibited investment incentives for incumbents and entrants. In addition, the thesis explores why and how several countries are currently considering and designing new forms of public sector involvement in broadband markets as a remedy to investment needs.

La tesi analizza la relazione tra le reforme (liberalizzazione, privatizzazione e regolazione) e gli investimenti nel settore delle telecomunicazioni. La ricerca è motivata dal bisogno di migliorare l’attuale conoscenza delle condizioni che favoriscono lo sviluppo di reti avanzate di telecomunicazione. In particolare, la tesi cerca di identificare empiricamente quali fattori nel nuovo quadro regolatorio hanno favorito o piuttosto inibito gli incentivi ad investire sia degli incumbent sia dei nuovi entranti. Infine la tesi esplora le motivazioni e le modalità dell’investimento pubblico nelle reti a banda larga, alla luce delle azioni intraprese da diversi paesi negli ultimi anni come rimedio al basso livello di investimento fornito dagli operatori privati.
