Scoreboard energetico-ambientale per le smart city : misurare l'innovazione delle città italiane

Cities have always been the heart of changes, the absolute protagonists of the social and economic development. Today, as never before, the urban centers are a source of opportunities and challenges; globalization, demographic change and technological innovations are transforming both quantitatively and qualitatively the features of the city. The strategic need is the balance between development and sustainability; in fact, in the future the actual patterns cannot be replicated. It is therefore necessary to rethink the city and its logic. The smart city is a possible response to these emerging needs: smart and efficient urban systems are no longer an option, but a necessity. The first part of this thesis work defines the Smart City concept, identifies the policies of the European Union to support smart city and describes two pilot European projects (Amsterdam and Stockholm). This thesis work aims to develop a model for evaluation of the smart city, particularized on environmental and energy issues and optimized for the analysis of the Italian cities. The evaluation model highlights the strengths and weaknesses and allows to see how the cities are already smart or how long is the way to get this result. The application of the evaluation model to the Italian cities showed that the scenario is complex and fragmented: the seeds of change are evident but their growth is hampered by lack of regulation, of adequate resources and of a long-term strategic vision.

Le città sono da sempre al centro dei cambiamenti, protagoniste assolute dello sviluppo sociale ed economico del Pianeta. Mai come oggi i centri urbani sono fonte di opportunità e sfide; globalizzazione, evoluzioni demografiche e innovazioni tecnologiche stanno trasformando sia quantitativamente sia qualitativamente la funzione stessa della città. L'esigenza strategica è riuscire a bilanciare lo sviluppo e la sostenibilità in quanto nel futuro gli schemi attuali non potranno essere replicati e occorrerà quindi ripensare la città e le sue logiche. Le smart city rappresentano una possibile risposta alle esigenze emergenti; attualmente, infatti, i sistemi urbani intelligenti ed efficienti non sono più un'opzione ma bensì una necessità. La prima parte di questo lavoro di tesi definisce il concetto di smart city nelle sue diverse declinazioni, identifica le politiche dell’Unione Europea a loro supporto e allarga la prospettiva ad applicazioni reali avvalendosi di due esperienze pilota in Europa (Amsterdam e Stoccolma). Successivamente il lavoro si propone di sviluppare un modello di valutazione delle smart city particolarizzato sulle tematiche energetico ambientali ed ottimizzato per l'analisi delle città italiane, evidenziandone i pregi e i difetti, in modo da capire quanto queste siano già smart oppure quanto ancora lungo sia il percorso per giungerci. L'applicazione ai contesti urbani italiani, oltre a validare il modello stesso, ha messo in luce uno scenario complesso e frammentato, dove i germi del cambiamento risultano evidenti ma la loro crescita è ostacolata da sistemi di gestione non oculati e dalla mancanza di risorse adeguate e di una visone strategica a lungo termine.
