CLARITY ON THE THEME “SOCIAL HOUSING”: FROM DEFINITION TO THE DELINEATION OF FUTURE PROSPECTS Society has changed profoundly globally and with it the primary needs that have been expressed by the population. Furthermore, the economic crisis that is gripping Europe, is showing the fragility of the organizational system that belongs to us by tradition as well as record a general impoverishment of the population. Urge change, renewal in several respects. In the construction field, in this climate of General disorientation, is making its way to a new trend: an experimental housing that promotes community life and social sharing, through the proposition of new urban clusters with common services available to the entire city. "Social Housing", later renamed "Housing Sociale" in Italy, has become a central theme: every conference, seminar, or newspaper article mentions these two words, as if they could magically solve the dilemma of contemporary living. But this is really something new? What does Social Housing? The definition and parameters which it covered are equal across Europe or are there differences? This elaborate aims to shed light on the issue, initially investigating the etymological meaning of the word, by researching various definitions for now adopted in Europe, proposing subsequently simplified reading scheme showing the dynamics provided by this subject with regard to product innovation and process; and finally, through the European comparison and direct feedback of some operators in the sector, the identification of the emblematic experiences that may be transferred in Italy, as well as the delineation of future prospects for Social Housing in our country.
CHIAREZZA SUL TEMA “SOCIAL HOUSING”: DALLA DEFINIZIONE ALLA DELINEAZIONE DELLE PROSPETTIVE FUTURE La società è cambiata profondamente a livello mondiale e con essa anche le necessità primarie manifestate dalla popolazione. Inoltre la crisi economica che dal 2008 attanaglia l’Europa ogni anno in misura sempre più consistente, sta mostrando la fragilità del sistema organizzativo che ci appartiene per tradizione oltre a registrare un generale impoverimento della popolazione. Urge il cambiamento, il rinnovo sotto diversi aspetti. Nel campo edilizio, in questo clima di generale disorientamento, si sta facendo strada una nuova tendenza: una sperimentazione abitativa che promuove la vita comunitaria e stimola la condivisione sociale, attraverso la proposizione di nuovi aggregati urbani dotati di servizi comuni a disposizione dell’intera città. Il“Social Housing”, poi ribattezzato in Italia “Housing Sociale” è diventato un tema centrale:ogni convegno, seminario, articolo di quotidiano o proposta di legge cita queste due parole, come se potessero magicamente risolvere il dilemma abitativo contemporaneo. Ma si tratta davvero di una novità?Cosa significa Social Housing? La definizione ed i parametri da esso contemplati sono uguali in tutta Europa o esistono differenze sostanziali? Il presente elaborato si prefigge l’obiettivo di esplicitare questo tema, dapprima indagando sul significato etimologico del termine, ricercando le diverse definizioni ad ora adottate in Europa, proponendo successivamente uno schema di lettura semplificato che illustri le dinamiche contemplate da tale materia per quanto riguarda l’innovazione del prodotto e del processo; giungendo infine, attraverso il confronto europeo ed il riscontro diretto di alcuni operatori del settore, all’individuazione dell’ esperienza emblematica, nonché alla delineazione delle prospettive future che attendono il Social Housing nel nostro Paese.
