The precarious settlements constitute a significant part of the contemporary Latin American cities and even though there have been countless actions intended to deal with this urban condition, it is still a barely explored field in Architecture, Urban Planning and Urban Design. This research by design thesis highlights the crucial role that the reasoning and acting on precarious urban contexts could play in the development of the city in a local, regional, and why not, global framework. This research set a change of approach to the spaces of urban precariousness, they are no more distant realities opposite to the “formal” (planned) areas but actual places in the city and dynamic scenarios of transformation. The design exercise here presented tries to open the field of knowledge toward this urban condition, looking for flexible ways to deal with it and its changing and uncertain reality; giving alternative tools of planning and intervention, not only for the precarious settlements themselves but also for the contemporary city that claims for more adaptable actions from the disciplines that act on it.
Gli insediamenti precari costituiscono una parte significativa delle città contemporanee dell’America Latina e sebbene ci siano stati numerosi azioni per affrontare problemi urbani di questa natura, loro rappresentano ancora un campo inesplorato dell’ Architettura, dell’Urbanistica e della Progettazione Urbana. Questa ricerca mette in luce il ruolo strategico che il raggionamento e gli azioni nei contesti di precarietà urbana può avere nello sviluppo della città, sia in una struttura locale, regionale che globale. La ricerca propone anche un cambiamento nel modo di vedere gli insediamenti precari, loro non sono più una realtà opposta, diversa di quella delle aree “formali” (pianificate) ma sono anche parte inerente della città e scenari di trasformazione urbana. L’esercizio di progettazione fatto (in un quartire di Medellín, Colombia) prova di rendere più ampio il campo di conoscenza di questa condizione urbana, cercando modi flessibili di affrontare la sua realtá mutevole ed incerta; offrendo strumenti alternativi per la pianificazione ed intervento non soltanto degli insediamenti precario stessi, ma anche della città contemporanea che richiede delle azioni più adattabile dalle discipline che agiscono sul suo territorio.
