Identification of cost-effective pavement preservation treatments for urban road pavements has become crucial for each Local Agencies (Las). During the last few years LAs have tried to find the right balance between road users satisfaction and limited funds available. Therefore, the objective of the present work was to analyze the effect of different maintenance strategies on pavement condition and to evaluate the impact of road user costs along a specific analysis period and for a specific road cluster (previously defined). A user costs model was adopted and adapted to the needs of the case study. This model was then included in the developed optimization model which was run with data that come from the selected urban road network. Once data were included in the optimization model, different scenarios were tested. Each scenario was formulated with different objective function, or different constraints, or different analysis period, and it shown very interesting results: each cluster has its own optimal maintenance strategy. Costs connected to buses maintenance (buses of the Lisbon public transport system service) are also computed considering different maintenance strategies and compared with each other. Results from this analysis confirmed the high impact of each strategy on buses maintenance needs.
La disponibilità sempre più limitata di risorse economiche investibili nella manutenzione della strade urbane, induce gli Enti Locali ad avvalersi di sistemi capaci di indirizzarli verso una gestione ottimizzata di queste risorse. Nel presente lavoro è stato sviluppato un modello di ottimizzazione nel quale vengono considerati, oltre ai costi degli Enti Locali, anche i costi sostenuti dagli utenti e legati sia alle condizioni della pavimentazione (RUC_PSI) sia alle attività manutentive (RUC_M&R). Dal confronto tra i risultati ottenuti per ciascuno dei gruppi di strade individuati, si evince che la strategia manutentiva migliore non dipende dal solo periodo di analisi o dal massimo budget allocato bensì, anche dalla tipologia di strada considerata, dal volume e dalla composizione del suo traffico. Come si è visto anche dalle analisi empirico meccanicistiche, l’effetto dei bus non è di conseguenza trascurabile e l’importanza di differenziare tra loro gli elementi della rete in funzione dei mezzi che vi transitano è evidente. Una volta definiti quindi specifici gruppi, l’Amministrazione Locale dovrebbe individuare attraverso la LCCA la strategia manutentiva (e quindi la politica decisionale) più efficace al fine del soddisfacimento sia delle limitazione causate dalla scarsità di fondi, sia dei costi utente.
