Temporary accomodation solutions for mega events. The example of Expo 2015, Milan

The aim of the thesis is to provide a different perspective for the analysis of the relationship between mega events and the possibility of accommodation for the users. The object of the research is the reflection which deals with the issue of accommodation for the visitors during the mega event period, its key features, implications and limitations of some common solutions. As it is known, the mega-events have an impact on a large scale, long-term built environment, which in many cases create major problems for cities in the post mega-event period. The need to adequately accommodate tourists during the megaevent (International Fairs, Expo, Olympics and so on) can become a way to develop capacity of different types (from trigger virtuous processes of transformation of the territory to the promotion of a different culture of hospitality and exchange), and potential risk of generating an overdose often with problematic effects of investment for the built environment. The most significant conclusion of the study is that the ability to cope with this problem is related to the hospitality of the visitors with the ability to propose temporary and diversified solutions for the issue of accommodation. The study begins with a brief review of the literature focuses principally on mega event (how can be defined, the common categories) and its impacts on the city. Subsequently examines the issue of hospitality during the mega event and the effects of major events concerning the arrival of an exceptional number of tourists. In this respect it takes the case of Milan Expo 2015 as a good example to make some reflections, above all, the theme of the Expo -Feeding the Planet, Energy for Life- which identifies sustainability as a central issue of the exhibition. The study examines the existing accommodation capacity of Milan (the hotel offer and its main features) to figure out what the prevailing bid and its ability to provide or not appropriate responses to different categories of visitors expected to the Expo. The arguments for providing the accommodation, existing temporary accommodation, the types and numbers of visitors expected, the solutions identified by the project of Expo to meet this theme are the basis of proposals that are presented in the final part of the thesis . These are temporary solutions that could effectively integrate the bid referred to the need for any accommodation in order to fill some gaps in the perceived deficiencies. The aim of the proposals is to try to provide sustainable solutions that can be reabsorbed in the post mega-event period or post it easy to dismantle, or because they involve a small extent or not the use of new structures. Finally, the ideas gained from the project proposals allow to make some critical remarks about the proposals contained on the themes of hospitality in the dossier of Expo.

L’obiettivo della tesi è quello di fornire una differente prospettiva per l'analisi del rapporto tra mega eventi e la possibilità di alloggio degli utenti. L’oggetto della ricerca è la riflessione intorno ai modi in cui viene affrontato il tema della sistemazione dei visitatori durante i mega eventi, le principali caratteristiche, le implicazioni e i limiti di alcune soluzioni ricorrenti. Come è noto, i mega-eventi hanno un impatto su vasta scala e a lungo termine sull'ambiente costruito, il che in molti casi ha creato grossi problemi alla città nel periodo post mega-evento. La necessità di ospitare adeguatamente i turisti durante il mega-evento(Fiere Internazionali, Expo, Olimpiadi e così via) può diventare un modo per sviluppare capacità di diversa natura (dall’innesco di processi virtuosi di trasformazione del territorio alla promozione di una differente cultura dell’ospitalità e dello scambio), mentre potenzialità spesso rischia di generare un’overdose di investimenti con effetti problematici per l'ambiente costruito. La conclusione più significativa dello studio è che la capacità di far fronte a questo problema dell’ospitalità dei visitatori è correlata con la capacità di proporre soluzioni temporanee e diversificate per la questione dell'alloggio. Lo studio inizia con una breve rassegna della letteratura concentrandosi principalmente sulla questione mega evento (su come può essere definito, quali sono le categorie più ricorrenti) e i suoi impatti sulla città. Successivamente approfondisce il tema ospitalità durante il mega evento e gli effetti dei grandi eventi per quanto riguarda l’arrivo di un numero eccezionale di turisti. A tale proposito si assume il caso dell’Expo di Milano 2015 come un esempio significativo sul quale avanzare alcune riflessioni, a partire, soprattutto, dal tema dell’Expo –Feeding the Planet, Energy For Life- che individua la sostenibilità come questione centrale dell’esposizione. Lo studio analizza la capacità ricettiva esistente di Milano (l’offerta alberghiera e le sue caratteristiche principali) per capire quale sia l’offerta prevalente e la sua capacità di fornire o meno risposte adeguate alle differenti categorie di visitatori previsti in occasioni dell’Expo. Le considerazioni svolte relativamente all’offerta di sistemazioni e di alloggio temporaneo esistente, alle tipologie e ai numeri dei visitatori previsti, alle soluzioni individuate dal progetto Expo per fare fronte a questo tema sono alla base di alcune proposte che vengono presentate nella parte finale della tesi. Si tratta di soluzioni temporanee che potrebbero efficacemente integrare l’offerta prevista alla necesità di allogio per colmare alcune della lacune carenze riconosciute. L’obiettivo delle proposte è cercare di fornire soluzioni sostenibili che possono essere riassorbite nel periodo post mega-evento o perché facilmente smantellabili o perché implicano in minima parte o per nulla l’utilizzo di nuove strutture. Le riflessioni maturate a partire dalle proposte progettuali consentono, infine, di avanzare alcune note critiche circa la proposte contenute sui temi dell’ospitalità nel dossier Expo.
