Innovative capacity is critical for the growth of small and medium-sized enterprises, especially in this moment of economic downturn and in sight of the European Union’s aim of raising up to 3 per cent of GDP the investments in R&D by the end of the decade. For this reason, in these last years policy makers have introduced policies and frameworks to foster R&D collaboration between firms and knowledge generating institutions (i.e. research centres and universities). Innovation vouchers, in this regard, are effective tools, as they are flexible and cooperation-oriented grants addressed to SMEs that need to fund the purchase of various types of innovative services (e.g. development of a product or a process). The aims of this dissertation are twofold. First, the innovation voucher instrument is introduced, together with an overview of the main innovation voucher experiences that have been launched in European regions in the last two decades. Then, statistical and econometric analyses are conducted on a large sample of firms that joined the 2011 scheme conducted in Lombardy (Italy) to provide empirical evidence about the dynamics that lie behind this initiative and to give policy makers some suggestions concerning this type of funding scheme.
La capacità di innovazione è fondamentale per la crescita delle piccole e medie imprese, in special modo in questo periodo di crisi economica ed in vista dell’obiettivo dell’Unione Europea di innalzare fino al 3 per cento del PIL gli investimenti dedicati alla Ricerca e Sviluppo entro la fine del decennio. Per questo motivo, in questi ultimi anni le istituzioni hanno introdotto misure politiche e programmi quadro per promuovere la collaborazione alla ricerca tra le imprese e gli enti in grado di produrre e trasferire conoscenza (principalmente centri di ricerca e università). Gli innovation voucher sono strumenti particolarmente efficaci a questo proposito, essendo contributi a fondo perduto flessibili e fortemente orientati alla cooperazione dedicati alle piccole e medie imprese che intendano finanziare l’acquisto di diversi tipi di servizi innovativi (ad esempio, lo sviluppo di un prodotto o di un processo). Gli obiettivi di questo elaborato sono due. In primo luogo viene introdotto l’innovation voucher e le principali caratteristiche dello strumento, insieme ad una panoramica delle maggiori esperienze condotte nelle regioni europee negli ultimi vent’anni. In seguito, alcune analisi statistiche ed econometriche, condotte su un ampio campione di imprese che hanno aderito all’iniziativa condotta nel 2011 in Lombardia, forniscono prova concreta delle dinamiche che si sono celate dietro a questa iniziativa e danno alcuni suggerimenti ai responsabili di questo tipo di programma.
