After more than 10 years of Italian eGovernment, despite substantial investments, a strong legislative support and the high technological level, major obstacles are still present in Local Public Administrations, which inhibit the establishment of eGovernment. These critical issues are confirmed on the one hand by the limited offering diffusion and on the other hand by the citizen low usage of services; indeed, the latter is one of the lowest in Europe, as remarked in the research carried out by Eurostat. Nonetheless this state of the art is not always confirmed by benchmarking studies in the field of eGovernment at international level, where Italy occupies always a good position, especially in recent years. Hence, a relevant gap emerges between the evidence related to the unripe development of eGovernment initiatives in Italy, and the international rankings. This shows an apparent contrast between the current applications of the benchmarking technique, and its potential as a tool to support strategy. Current benchmarking models in eGovernment fields have, thus, different issues and, failing to provide a representative picture of the current stage of maturity, they can't reach the typical advantages of benchmarking, which stimulate the continuous improvement and promotion of successful behavior patterns and of virtuous guidelines. The present research is aimed at deeply analyze factors that determine the maturity of eGovernment, to define the variables that the conceptual framework should monitor in order to support sustainable innovation.
Dopo più di 10 anni di eGovernment italiano, nelle Pubbliche Amministrazioni Locali sono ancora presenti grossi ostacoli che, nonostante i consistenti investimenti, il forte supporto legislativo e l’alto livello tecnologico, frenano l’affermarsi dell’eGovernment. Queste criticità sono confermate da una parte dalla limitata diffusione di offerta di servizi e dall’altra dallo scarso utilizzo degli stessi da parte dell’utenza; quest’ultimo, infatti, rappresenta uno dei più bassi in Europa, così come evidenziano le indagini svolte da Eurostat. Questo stato dell’arte, tuttavia, non è sempre confermato dagli studi di benchmarking a livello internazionale e mondiale nel settore dell’eGovernment, dove l’Italia occupa sempre una buona posizione, soprattutto negli ultimi anni. Emerge quindi un forte gap tra le evidenze legate all’acerbo sviluppo delle iniziative di eGovernment italiano, e i ranking internazionali. Questo dimostra un apparente contrasto tra le attuali applicazioni della tecnica del benchmarking, e le sue potenzialità quale strumento a supporto della strategia. Gli attuali modelli di benchmarking nel settore dell’eGovernment, quindi, presentano diverse criticità e, non riuscendo a fornire un quadro rappresentativo dell’attuale stadio di maturità, vengono meno al raggiungimento dei vantaggi tipici del benchmarking, quale lo stimolare il miglioramento continuo e la promozione di modelli di comportamento di successo e di linee guida virtuose. La presente ricerca si pone l’obiettivo di analizzare in modo approfondito i fattori che determinano la maturità dell’eGovernment, per definire le variabili che il framework concettuale dovrebbe monitorare, al fine di supportare un’innovazione sostenibile.
