The idea of project “Scalo Farini” is included in the recovery plan of the Milanese railway station yards, the centre of transformation ambits declared in the PGT. Such programme refers to a tendence outlined for a long time by many European Union countries, in sectors regarding architecture and city planning and in some ambits aimed at urban planning, which as long as two decades, instead of the indiscriminate soil consumption, it has substituted a process of re-use of the large disused areas, which once were places of important industrial structures but also areas dedicated to transport-by-rail supporting structure, as well as the Milanese case. During the latest decay there has been a turning point regarding urban design; we have passed from a roughless soil consumption to a more clever operation: the process of “redevelopment”. During the 90’s, most of the European cities witnessed a strong process of urban redevelopment which led to the recovery of large disused sites/areas underutilized and abandoned in precincts practically in central posistions. As far as Milano, that is even late, comparing to other cities such as Paris, Barcelona and London. The city has carried out a newly recovering process of industrial areas now fallen in disuse. The dismission of such areas belong to a series of phenomenon of changes which are representative of the relations between still existing city and new additions, between planned and spontaneous expansions. The latter assume the meaning of “peripheral suburbs”. A representative example inside the city of Milan is the disused railway station, which is different according to dimensions and positions but however still being empty suburbs. In particular, the attention moved to the “Scalo farini”, a wide fracture in the Piano Beruto texture, regarding the building spaces of such area. This fracture led to the development of the city, north of the yard, very little regular, making difficult the reading of historical significances and principal axis which would let us read and interpretate the Farini area in the context of a more controlled urban planning. On the contrary is defined the area of the city south the yard, which position supported the Sempione axis, a fundamental historical pattern inside the Milano urban system. The following design is aimed at redefining the “empty suburbs” bringing interest in the relation of the still existing and well-extablished texture, with the dimension of the context; the aim is to improve the quality of the city and the life quality of their citizens.
L’idea di progetto per lo Scalo Farini si inserisce nel piano di recupero degli scali ferroviari milanesi, oggetto di ambiti di trasformazione facenti parte del PGT. Tale piano rimanda ad una tendenza da tempo tracciata da molti paesi dell’Unione Europea nei campi della ricerca architettonica ed urbana e in alcuni degli ambiti preposti alla pianificazione urbana che da più di un ventennio, all’indiscriminato consumo di suolo ha progressivamente sostituito un processo di riuso delle grandi aree dismesse un tempo luoghi di significativi impianti industriali ma anche aree destinate alle strutture di supporto al trasporto su ferro come, appunto, il caso milanese. Tale tendenza evidenzia con forza la necessità di affrontare, con un progetto urbano (inteso come espressione del rapporto tra architettura e città), gli aspetti centrali della complessità richiesta nelle trasformazioni urbane, obbligatoriamente attente alla storia, alla forma, al quadro delle necessità e, oggi, ad aspetti decisivi imposti dalla condizione reale quali la densità e il risparmio energetico. Anche Milano, in ritardo rispetto ad altre città europee come Parigi, Barcellona e Londra, ha avviato un processo strategico di recupero delle aree industriali in disuso. La dismissione delle aree in sé, fa parte dei fenomeni di modificazione che caratterizzano oggi il rapporto tra città esistente e nuove “addizioni”, tra espansioni pianificate e spontanee; esse assumono il carattere di “periferie centrali”. Gli scali ferroviari dismessi, diversi per dimensione e giacitura sono a tutti gli effetti “vuoti urbani” perché via via inglobati nella città a seguito delle grandi espansioni avvenute a cavallo tra il XIX e il XX Secolo. Lo Scalo Farini si mostra come elemento di divisione tra la città che risente dell’influenza e del peso dell’organizzazione urbana che fa capo alla direttrice di Corso Sempione (a sud-ovest dello scalo) e di una parte di città (a nord dello scalo) della quale è assai arduo individuare elementi generatori a causa delle innumerevoli giaciture che ne caratterizzano il disegno. E’ qui però possibile riconoscere alcuni fatti urbani che seguono e che possono costituire riferimenti significativi e utili per il progetto come il complesso dell’Ex Ospedale Bassi e l’impianto industriale della Fernet Branca.
