Ricarica le batterie ! Riqualificazione dell'ambito di trasformazione urbana Piazza d'Armi a Milano

This thesis deals with the urban improvement of an extended area known as per Milan's PGT "ATU" Place of Arms, at present the Santa Barbara headquarters and The Military Hospital. The main purpose of the project is to save the historical identity of this military building, by recovering the most valuable parts of architectural relief and keeping, where possible, the key rules housed there. "Recharge Battery!" is therefore to be meant as a call to recharge of energy the area that, since 1931, hosted the Battery of Horse Artillery Regiment. After having carefully analyzed and pointed out the shape, nature, limitations and opportunities, of the area, we went through defining "that" unique and unrepeatable feature which characterizes every urban transformation project that claims to enhance the qualities and the specificities of places. The answers to our questions were there, in the area itself. They came from observing and listening directly to the needs expressed not only by a community but by a set of environmental concerns. This analysis turned out to be essential for the direction and the development in the design process. As a consequence of the revolution accomplished within the site, Science and Technology have found its “raison d'etre”. The whole project driving idea is about a machine-museum whose strength is enclosed in its own ability to carry and spread a multidisciplinary knowledge. Where there is a museum, there's history. Where there is history, there's culture. Where there is culture, there is mankind. This machine-building is classified as a museum depot to be visited, which is not intended to be just a big container of objects but, thanks to its particular box-shape, to become itself the exhibition subject. The proposed transformation is full of symbols and meanings that, going beyond the housing functions and the recreational and educational purposes, aims to encourage the community to the constant changing for the renewal and the progress of humanity. Art was the instrument that inspired us to mend this urban area with the rest of the city, by giving shape and life to eleven different zones. In this areas "built" and "un-built" are part of a single inseparable plan. Art is here to be understood as the maximum expression of technology and aesthetics with an innovative force, to give spirit and liveliness to an otherwise emotionless place. The thesis masterplan is the result of many considerations as regards the most coherent solution to rationalize an area whose size has been the project biggest challenge

Il presente lavoro di tesi tratta la riqualificazione urbana di una vasta porzione di territorio, indicata dal PGT di Milano come ATU “Piazza d’Armi”, in cui è sito attualmente il complesso della Caserma Santa Barbara e dell’Ospedale Militare. L’obiettivo primario del progetto è quello di salvaguardare parte dell'identità storica della Caserma, attraverso il recupero delle preesistenze di maggior pregio e rilievo architettonico, custodendo, ove possibile, le funzioni-simbolo ivi ospitate. “Ricarica le Batterie!” è da intendersi, quindi, come un’ esortazione a ricaricare di energia quell’area, che ha ospitato dal 1931 le Batterie del Reggimento Artiglieria a Cavallo, un reparto della Brigata di Cavalleria dell’Esercito Italiano. Dopo un’attenta fase di analisi, volta a porre in evidenza la forma, la natura, i limiti e le opportunità dell’ambito, si è passati alla definizione di quel carattere, unico ed irripetibile, in possesso ad ogni progetto di trasformazione urbana che abbia la pretesa di esaltare le qualità e le specificità dei luoghi. Le risposte ai nostri quesiti erano lì, insite nell’area. Sono arrivate dall’osservazione e dall’ascolto diretto delle esigenze, espresse non solo da una comunità ma da un insieme d’istanze ambientali, il cui studio è risultato indispensabile ai fini dell’orientamento e dello sviluppo del processo progettuale. La rivoluzione compiuta all’interno del sito in esame, ha fatto della Scienza e della Tecnica la sua ragion d’essere. Il motore che muove l’intero progetto è una vera e propria macchina museale, la cui forza è racchiusa nella sua stessa capacità di trasmettere e diffondere un sapere multidisciplinare. Dove c’è un museo, c’è storia. Dove c’è storia, c’è cultura. Dove c’è cultura, ci sono gli uomini. L’edificio-macchina, protagonista dei nostri approfondimenti architettonici, tecnologici e strutturali, rientra nella categoria dei depositi museali visitabili e per la sua particolare conformazione a scatola, non vuole essere solo un grande contenitore di oggetti ma, diventare esso stesso oggetto di esposizione. La trasformazione da noi proposta, si carica di simboli e di significati che vanno al di là dell’insediamento di funzioni abitative od attività con scopi ricreativi e didattico-educativi, ma vuole porsi ad esempio per stimolare la collettività al costante mutamento, alla continua ricerca e scoperta che portano al rinnovo e al progresso dell’umanità. Lo strumento che ci ha permesso di ricucire questo tessuto urbano con il resto della città, dando forma e consistenza ad undici zone differenti, nelle quali costruito e non costruito fanno parte di un unico disegno inscindibile, è stata l’Arte, intesa come massima espressione tecnica ed estetica, dotata di una forza innovatrice tale, da ridare spirito e vivacità ad un luogo, altrimenti privo di emozioni. Il masterplan, frutto di questa tesi, è il risultato di molteplici considerazioni circa il dominio coerente e razionale di un’area, le cui dimensioni hanno costituito la sfida maggiore
