European city networking experiences concerning urban and territorial development and planning

After a brief introduction, which presents the theme and its importance in the national and international debate, the research is divided into three parts. The first is a summary of the European policies, strategies, programs, projects, agencies that deal directly or indirectly with the subject of urban development and territorial cohesion, encouraging the collaboration among actors and instiutions at several scales and from different member states. Considering the mix of cooperation and subsidiarity (vertical and horizontal) one of the most efficient and effective ways of working for the elaboration and implementation of plans and policies, the experiences of city networking are presented, as a case study, together with their characteristics such as the actors, the process, the themes, the types, the budget, the outputs. The last part provides guidelines for the monitoring and the assessment of these initiatives, with a particular focus on the contribution that these programs bring to urban and regional planning practices and to spatial development.

Dopo una breve introduzione, che presenta il tema e la sua importanza nel dibattito nazionale e internazionale, la ricerca è articolata in tre parti. La prima è una sintesi delle politiche, strategie, programmi, progetti, agenzie europei che trattano direttamente o indirettamente il tema dello sviluppo e della pianificazione urbani e territoriali, attraverso la collaborazione di enti a scala diversa e di differenti stati membri. Considerando il mix tra cooperazione e la sussidiarietà (verticale e orizzontale) uno dei modi più efficienti ed efficaci di lavorare alla elaborazione e alla realizzazione di piani e politiche, vengono presentate, come caso esemplificativo, le esperienze di city networking, insieme alle loro caratteristiche, quali gli attori, il processo, i temi, le tipologie, il budget, gli output. L’ultima parte contiene indicazioni per valutare e monitorare queste iniziative, con un focus particolare al contributo che questi programmi portano alle pratiche di pianificazione urbana e territoriale e allo sviluppo spaziale.
