Il porto di Buenos Aires. Riqualificazione urbana del settore Puerto Nuevo Retiro

The Puerto Nuevo’s area in Buenos Aires it’s an urban sector full of problems and potentiality. Port activities are hampered by the lack of an urban planning and the difficulty in connection with the city and the infrastructures. The general segregation of the area has also generated problems of a social nature, such as the formation of informal neighborhood Villa 31. In the harbor, however, is contained the identity of the city, made up of the story of trade and immigration, and with this thesis project proposes a mending of a link is getting more difficult. Starting from an analysis of the issues under way and the historical dynamics that have generated in relation to the context, it has been developed a planning project for the redevelopment of the area. In addition to designing a neighborhood with a good standard of living, the recovery of Villa 31 and the adjustment of port areas, has been pursued in order to reconnect the entire industry to the city center taking advantage of its proximity, and giving back to the city and his imaginary one of its main element. Following some international examples, such as the project for the area Stadshavens the port of Rotterdam, the theme of landscape port has played a key role in unifying and distinguish the territory. With this project for Buenos Aires, in fact, is experienced a coexistence between the port activities and the city’s one, without mutual interference, and focused on the knowledge and understanding of a feature of the city.

L’area del Puerto Nuevo di Buenos Aires è un settore urbano ricco di problematiche e potenzialità. Le attività portuali sono ostacolate dalla mancanza di un piano urbanistico e dalla difficoltà dei collegamenti cittadini ed infrastrutturali. La generale segregazione dell’area ha generato problemi anche di carattere sociale, come la formazione del quartiere informale Villa 31. Nel porto però è racchiusa l’identità della città, fatta di scambi ed immigrazione, e con questo progetto di tesi si propone una ricucitura di un legame sempre più difficile. Partendo da un’analisi delle problematiche in atto e delle dinamiche storiche che le hanno generate in relazione al contesto, è stato elaborato un progetto urbanistico per la riqualificazione dell’intera area. Oltre alla progettazione di un quartiere con un buon livello di vivibilità, al recupero della Villa 31 e all’adeguamento delle aree portuali, è stato perseguito l’obiettivo di riconnettere l’intero settore con il centro cittadino sfruttandone la vicinanza, e restituendo alla città e al suo immaginario un suo elemento principale. Seguendo alcuni esempi internazionali, come il progetto per l’area Stadshavens del porto di Rotterdam, il tema del paesaggio portuale ha svolto un ruolo fondamentale nell’unificare e contraddistinguere il territorio. Con questo progetto per Buenos Aires infatti si sperimenta una coesistenza a stretto contatto delle attività portuali con quelle cittadine, senza interferenze reciproche, ed incentrata sulla conoscenza e la comprensione di un elemento caratterizzante della città.
