The temporary campus. The impact of temporary urban use on long term transformation

Temporary interventions in public spaces have long been used in the urban environment. In the face of rapid transformations, advanced technologies and economic crises, those interventions are a convenient solution for new problems that keep popping up all the time. The purpose of this research is to present the temporary intervention in a new light as a tool for long term transformation. As today there is rarely consideration of the post occupancy impact of temporary projects, the aim is to understand how we can monitor and use their effect as integrative part of our “planning kit”. The research proposes and follows a methodology through two main aspects. First, it observes the temporary intervention in a multi scale view and thus examines the implication of the project as a comprehensive framework rather than a single-time function. Second, it defines parameters for evaluation in order to reflect upon the relationship between the temporary project and the urban context and hence realizes the impact it has. The work has been conducted through five parts. Each one explores different aspect of the temporary intervention and questions its integration in the planning process. Part one discusses the characteristics of the urban space as it conceived along the past and the present. Part two criticizes the use of time as a planning provision and illustrates patterns of time from a different perspective. Part three analyzes how the temporary action is integrated within the concept of long term vision through three case studies. Taking into consideration the aspects of space, time and action, part four proposes a new methodology to conduct and experiment the temporary intervention, during the course of a design project that was implemented in Città Studi neighborhood in Milan. Lastly, part five concludes the research, looks into the planning devices which are used today and what alternatives can be applied in the future.

La riconfigurazione temporanea dello spazio pubblico è un modo d’intervento ormai ricorrente in numerosi contesti urbani. In una realtà di rapide trasformazioni, avanzamento tecnologico, crisi economica propria dei nostri tempi, questo modo d’intervenire può rivelarsi utile sotto molti aspetti. L’obiettivo di questa ricerca è di presentare l’intervento temporaneo sotto una nuova luce, come strumento per una trasformazione di lungo termine. Oggi, infatti, c’è ancora scarsa considerazione degli effetti che seguono l’intervento temporaneo. Pertanto questa ricerca si concentra sull’impatto post-intervento temporaneo, puntando a ricavarne utili indirizzi per la pratica di planning. La ricerca propone e segue una metodologia scomponibile in due principali aspetti. Innanzitutto si analizza l’intervento temporaneo sotto un’ottica multi-scalare, esaminando le diverse articolazioni del progetto anziché muovendosi in una prospettiva parziale e ridotta. Poi si definiscono parametri di valutazione, al fine di riflettere sulla relazione tra il progetto temporaneo ed il contesto urbano, mettendo dunque in luce l’impatto dell’intervento. Il lavoro si snoda in cinque parti. Ognuna esplora diversi aspetti dell’intervento temporaneo, valutandone in maniera critica l’integrazione nel processo di planning. La prima parte si concentra sulle caratteristiche dello spazio urbano, come si è configurato nel passato e nel presente. La seconda parte propone una critica alla concezione del tempo intesa come strumento del planning, illustrando invece pattern temporali sotto una diversa prospettiva. La terza parte si concentra su come l’azione temporanea è integrata in una visione di lungo termine, attraverso tre casi studio. Tramite la considerazione di spazio, tempo e azione, la quarta parte propone una metodologia e sperimenta l’intervento temporaneo attraverso un progetto concretamente implementato nel quartiere “Città Studi” a Milano. Infine, la quinta parte conclude la ricerca, investigando gli strumenti di planning che vengono utilizzati oggi e le possibili alternative da applicare in futuro.
