The transmission network is essential to the operation of well functioning electric power system, from generation to final consumption. Recent studies have shown that vertical unbundling is necessary but not sufficient to induce optimal network expansion by the TSO: a well designed incentive scheme is also required. Incentives for expansion fall in two categories: financial incentives and contextual enablers. In particular, the difficulties associated with the siting process often result in a large difference between the time to build a new power plant and the reinforcement of the network. For this reason, there is currently an interesting debate on the economic advantage of anticipating investments (proactive behaviour of the TSO). This thesis studies the planning process of the Italian TSO and examines how financial incentives and contextual enablers influence network expansion. Moreover, this thesis contributes to the current debate on anticipation by presenting the results of a simulation for a real case of particular interest: the construction of the new power line Trino- Lacchiarella.
La rete di trasmissione elettrica è essenziale per il buon funzionamento dei sistemi elettrici, dalla generazione al consumo finale. Recenti studi hanno dimostrato che la separazione verticale è necessaria ma non sufficiente per indurre l’espansione ottimale della rete da parte del TSO: è necessario anche un opportuno schema di incentivi sia di tipo regolatorio, sia di tipo istituzionale. Proprio le difficoltà di tipo autorizzativo possono rendere ampia la differenza temporale tra la costruzione di un nuovo impianto di generazione e la realizzazione di un nuovo elettrodotto. Per tale motivo, è in corso un interessante dibattito sul vantaggio economico di anticipare gli investimenti da parte del TSO (comportamento proattivo). Questo lavoro di tesi studia le modalità con cui gli investimenti in rete sono pianificati nel caso italiano e come gli incentivi di tipo regolatorio ed istituzionale influenzano lo sviluppo della rete. Inoltre contribuisce all’attuale dibattito sull’anticipazione presentando i risultati di una simulazione di comportamento proattivo per un caso di particolare interesse: la realizzazione della linea Trino-Lacchiarella.
