Rereading Taranto. Piano per la messa a sistema delle potenzialità della città vecchia e del bacino del Mar Piccolo

The following work is the result of a simple question that comes to anyone visiting the Old City of Taranto : “ Why ?” Why it is in these conditions of abandoned? Why so much beauty so little valued? Why nothing is done to improve the situation? Usually the answers varies from the geographic “because we are in Taranto”, to the fatalistic “has always been so, and always will !”, through the pragmatic “Sce me ne futt’ a me” ( “I don’t care at all”). Hence a passionate research, developed in the first part of the thesis, which has as objective to give an answer to questions such as these common opinions behind which the people of Taranto has sheltered too long. It‘s really always been like that? What did not work into gear which has instead led to many examples of excellence in the South and in the same region Puglia ? A Historical Survey follows the highlights of the city, trying to frame what were the unfortunate circumstances that led to a city, once a “civitas opulent”, to be known more today for its miseries for her charms. What then is the role of the geographic factor ? What does being in Taranto rather than anywhere else in Italy? To respond to this other point has been developed a urban and extra-urban survey in order to grasp fully the problems and potential of the site. In the second part of the work is passed instead from a analytical position to a proactive-planning one, thus going beyond the pragmatism mentioned above: once unraveled the bundle how to rewind it as strategically and historically coherent as possible? It is then proposed a plan that consists in the system all the potential characteristics of the basin of the Little Sea , passing through the urban regeneration of the whole island of the Old Town up to the design of a new library, a new space for the Community and ideal point of departure of this cultural ideal gear .

Il seguente lavoro è il frutto della semplice domanda che nasce spontanea a chiunque si trovi a visitare la città vecchia di Taranto: “Perché”? Perché si trova in queste condizioni di abbandono? Perché così tanta bellezza così poco valorizzata? Perché non si fa nulla per migliorare? Solitamente le risposte vanno dal geografico “perché siamo a Taranto”, al fatalista “è sempre stato così e così sarà sempre”, passando per il pragmatico “Sce me ne futt’ a me” (“A me cosa mi interessa” n.d.a.). Da qui nasce un’appassionata ricerca, sviluppata nella prima parte della tesi, che ha come obbiettivo quello di dare una risposta tanto alle domande quanto a queste opinioni comuni dietro le quali da troppo tempo si arroccano i Tarantini. E’ davvero sempre stato così? Cosa non ha funzionato nell’ingranaggio che ha invece portato a tanti esempi di eccellenza nel Meridione e nella stessa Regione Puglia? Un’indagine storica ricalca i momenti salienti della città, cercando di inquadrare quali sono state le circostanze sfavorevoli che hanno portato una città, un tempo “civitas opulentissima”, a essere conosciuta oggi più per le sue miserie che per le sue grazie. Che ruolo ha poi il fattore geografico? Che cosa comporta essere a Taranto piuttosto che in qualsiasi altro luogo d’Italia? Per rispondere a quest’altro punto è stata sviluppata un’indagine su scala urbana ed extra-urbana del territorio per coglierne a pieno le criticità e le potenzialità. Nella seconda parte del lavoro si passa, invece, da una posizione analitica ad una propositiva-progettuale. Si va quindi oltre al pragmatismo sopra citato: una volta sbrogliata la matassa come fare a riavvolgerla nella maniera più strategica possibile, pur rispettando il forte carattere storico del luogo? Viene quindi proposto un piano che consiste nella messa a sistema di tutte quelle potenzialità caratteristiche del bacino del Mar Piccolo, passando per la riqualificazione urbana dell’intera isola della Città Vecchia fino ad arrivare alla progettazione di una nuova biblioteca, in un nuovo spazio per la Comunità ed ideale punto di partenza di questo nuovo ingranaggio culturale.
