This thesis raises the design theme, the new Palace of the Governor of the State of São Paulo, as a pretext to investigate an urban reality difficult to understand in its self-regulating mechanisms and to face the thorny issue of the relationship between city, politics and production of space. Recognizing this node as the focal point for the deep understanding of the postmodern period, has been addressed sociological analysis of the development of the close relationship between power and its most powerful means of explanation, architecture. Following this dichotomy, the work proceeds in two blocks. The first is devoted entirely to the city of São Paulo, which is analyzed not only with regard to its urban development, but through a process that reconstructs historic developments and sociological changes over time, and then see how they influenced the architectural production and the design of public spaces. Particular attention is paid in the decision-making mechanism of the political choices that have led to the urban structures with respect to construction business. The second block goes beyond the case and deals with the relationship between the city and palace of power to understand the mechanisms of mutual determination of the type, form and symbolism. The postscript, in the end, try to propose a design solution: in the potential of strengthening the logic of settlement of the historical center, combined with the presence of ordering public buildings, is seen a possible way for a resolution of the problem.
La presente tesi pone il tema progettuale, il nuovo Palazzo del Governatore dello Stato di São Paulo, come pretesto sperimentale per indagare una realtà urbana di difficile comprensione dei suoi meccanismi autoregolativi e per affrontare lo spinoso problema del rapporto tra città, politica e produzione dello spazio. Riconoscendo in questo nodo il punto focale per la comprensione profonda del periodo postmoderno, si è affrontato un percorso analitico degli sviluppi sociologici dello stretto rapporto tra Potere ed il suo mezzo di esplicazione più potente, l’architettura. Seguendo questa dicotomia, il lavoro procede in due blocchi. Il primo è dedicato interamente alla città di São Paulo, che viene analizzata non soltanto per quanto concerne il suo sviluppo urbano, ma attraverso un percorso storico che ne ricostituisce gli sviluppi e i cambiamenti sociologici nel corso del tempo, per poi osservare come questi hanno influenzato la produzione architettonica e la conformazione degli spazi pubblici. Particolare attenzione viene posta nel meccanismo decisionale delle scelte politiche che hanno determinato gli assetti urbanistici a fronte dell’edilizia imprenditoriale. Il secondo blocco esula dal caso specifico e affronta il tema del rapporto tra città e palazzo del potere per comprendere i meccanismi di determinazione reciproca di tipologia, forma e simbologie. La postfazione, in fine, tenta di proporre una soluzione progettuale: nelle potenzialità di rafforzamento delle logiche insediative del centro storico, combinate con la presenza ordinatrice dei palazzi pubblici, viene vista una possibile strada per una risoluzione del problema.
