Trasporto, demografia e immobili. Costruzione, percezione e conseguenze del cadenzamento ferroviario delle linee Milano-Saronno e Milano-Seveso

The study investigates the role of the suburban rail service from Milan and considers their impact on the territory, that is, in other words, its influence on the transformation of the urban areas concerned. The proposed analysis focuses on two main areas: the first crossed by the railway line S1 -S3 Milan - Saronno and the second by the railway line S2 -S4 Milan – Seveso; the whole study analyzes maps and databases between 1999 and 2013. The thesis is structured in two parts. The first is a theoretical part: it outlines the history of the railways in Milan and suburban railways project; then it combines the study of literature, which analyzes similar intervention at the international level. The second part provides a description of the methodology used and the presentation of the results obtained. The analysis was carried out on four levels: the analysis of the plans with the help of planning tools, that has studied the relationship between the content of the plans and the new railway service. After that, it is verified, with the analysis of the new urbanized areas, if there is an effect of densification around the stations from the point of view of new constructions, by the detections of the use of soil carried by the Lombardy Region. The analysis of population data assessed the presence of variations of the municipal population and its trend of migration, based on ISTAT data bases. Finally, it is offered an analysis of property prices, carried out by observing the changes in real estate values provided by the Agenzia delle Entrate.

Lo studio effettuato indaga il ruolo del servizio ferroviario Suburbano milanese e ne valuta gli effetti sul territorio, cioè la sua influenza sulla trasformazione dell’assetto urbano delle aree interessate. L’analisi proposta si concentra su due linee: la S1-S3 Milano-Saronno e la S2-S4 Milano-Seveso e analizza rilevazioni e banche dati compresi tra il 1999 e il 2013. La tesi si struttura in una prima parte teorica: essa delinea la storia delle ferrovie milanesi e il progetto delle ferrovie Suburbane; ad esso si unisce lo studio della letteratura, che analizza interventi analoghi a livello internazionale. Segue una parte che prevede la descrizione della metodologia utilizzata e l’esposizione dei risultati ottenuti. L’analisi si è svolta su quattro livelli: l’analisi dei piani con l’ausilio di strumenti di pianificazione, ha studiato il rapporto tra i contenuti dei piani e il nuovo servizio ferroviario. Con l’analisi del costruito si è verificato se vi è un effetto di densificazione attorno alle stazioni dal punto di vista del costruito nuovo, mediante le rilevazioni dell’uso del suolo effettuate da Regione Lombardia. L’analisi dei dati anagrafici ha valutato la presenza di variazioni della popolazione comunale e del suo andamento migratorio, sulla base delle banche dati dell’Istat. Infine, si è offerta un’analisi delle quotazioni immobiliari, effettuata osservando la variazioni dei valori immobiliari forniti dall’Agenzia delle Entrate.
