Nowadays library plays an indispensable role in the process of urbanization, it has significant social value and profound cultural connotation. Social civilization form the unique urban culture and urban character, it is the soul of a city. A city without culture and spirit must be the lack of sustainable ability. Community culture has gradually formed in the process of urban development. To further strengthen the community culture, cultivation is the urgent need. Library is a crucial part of urban public cultural service system, it has important social value in cultivating city spirit. Library as a social public cultural space, plays a positive role in the construction of public communication platform. It aims to promote people to exchange ideas, to form good interpersonal relationship, and promote the harmonious development of the city. Mobile library as a derivative of the urban public library service, is to put the service concept into the people cultural needs, to create a healthy, civilized and harmonious community culture, enhance the formation of the culture of the city and social quality. By studying and using the mobile library service concept for reference, author deepens the research to understand mobile library operation mode and management methods. Through applying product service system design theory, field survey and interview to get to know people's demand, author aims to create a mobile library service system, which including mobile library’s vision identity, website, APP. To create open convenient library service network and information platform，people can also provide their private books to share with others through platform, to establish sustainable service system. Meanwhile it can encourage people to form the habit of reading and studying, improving the citizens' cultural quality. To deepen research and analysis on the mobile library, author utilizes theory to build the framework of thesis, applying methodology in research objects and research contents of exploration and practice. On the one hand, this is good for service design theory to combine the concrete practice, on the other hand it can promote the theory to make contribution to social innovation.
