In an increasingly complex and interoperable construction world, the lack of an efficient organization and management of the construction process represents a current problematic issue. Injuries reports and relative outcomes, sentences and work stoppage are still daily and caused by the continuation of safety planning activities decontextualized and generic that construction companies continue to produce. The objective of workers’ health and safety protection at workplace, within an integrated project should be implemented not as a marginal factor but as the focal point for all those involved should aspire to, from the client to the supervisors. For this purpose complementary and detailed operational procedures contained within the Operational Safety Plans should tend to an upper-company preventional system, able to assimilate to their internal achievable measures for eliminating or reducing potential harmful events detected for the specific construction site. This can be realized by means of a safety planning more aware - accompanied by an appropriate and specific training -and a better information flow and effective more communicative and efficient. The present study aims to provide to the employer a method and a tool for the preparation of Operational Safety Plans in accordance with law requirements, actually useful and applicable as well as easy to fill in for the its editor. This objective can be achieved by reorganizing the corporate Risk Assessment Document and introducing within it a file containing the safety and health standard procedures, which provide a valuable tool for the specific training of employees. Such procedures assume therefore a dual role: the first rigorous in terms of methodology and process decomposition; the second more practice, concerning the applicability of the method to multiple construction scenarios. The applicative case discussed concerns the installation of a metal structure, being part of the construction work items analyzed during the internship period. The implementation of such system make use of the advantages of Building Information Modeling (BIM), now widely known even if not often used within the construction process. The facilitation during the phase of potential damaging events identification, the immediate method of communication of safety procedures and their greater understanding on the part of workers are definitely its main benefits recorded. In addition, thanks to the recent development of cloud storage services and the use of portable devices, BIM is able to offer an efficient tool that makes information accessible, affordable and accessible directly on site with convenient multi-touch gestures.
In un mondo delle costruzioni sempre più complesso ed interoperabile, la mancanza di una efficiente organizzazione e gestione del processo edilizio cantieristico rappresenta un tema di attuale problematicità. Purtroppo quotidiane sono le notizie di infortuni e relative sentenze, condanne e fermi cantiere, causati dal perdurare di attività di pianificazione della sicurezza decontestualizzate e generiche che le imprese di costruzione continuano a produrre. L’obiettivo di tutela della salute e sicurezza sul lavoro, all’interno di un progetto integrato, dovrebbe essere recepito non come un fattore marginale ma come il punto focale a cui tutti gli attori coinvolti, dal committente al preposto, devono orientarsi. A tal fine le procedure operative contenute all’interno dei Piani Operativi di Sicurezza devono tendere ad un sistema prevenzionale sovraziendale, capaci di assimilare al loro interno misure attuabili in grado di eliminare o ridurre i potenziali eventi dannosi rilevati per lo specifico cantiere. Ciò si può concretizzare attraverso una pianificazione della sicurezza più consapevole - corredata da una formazione adeguata e mirata - e da un flusso di informazioni maggiormente comunicativo ed efficace. Il presente elaborato mira a fornire al datore di lavoro un metodo ed uno strumento per la stesura di Piani Operativi di Sicurezza rispondenti ai requisiti legislativi, effettivamente utili ed applicabili nonché di facile compilazione per il redattore. Tale obiettivo è perseguibile a partire dalla riorganizzazione del Documento di Valutazione del Rischio aziendale ed introducendo all’interno di esso un fascicolo contenente le procedure standard di sicurezza e salute, le quali forniscono un valido strumento per la formazione specifica dei propri dipendenti. Le procedure proposte assumono dunque una duplice veste: la prima, rigorosa in termini metodologici e di scomposizione del processo; la seconda più pratica, riguardante l’applicabilità del metodo a molteplici scenari di cantiere. Il caso applicativo affrontato riguarda il montaggio di una struttura metallica, facente parte di lavorazioni cantieristiche analizzate durante il periodo di stage. L’implementazione di tale sistema ha potuto usufruire inoltre dei vantaggi della tecnica Building Information Modeling (BIM), ormai largamente conosciuta seppur poco impiegata all’interno del processo edilizio. L’agevolazione nella fase di identificazione dei potenziali eventi dannosi, l’immediato metodo di comunicazione delle procedure di sicurezza e la loro maggior comprensibilità da parte delle maestranze rappresentano senz’altro i suoi principali benefici. In aggiunta, grazie al recente sviluppo di servizi cloud storage e all’utilizzo di dispositivi portatili, il BIM è in grado di offrire un efficace strumento che rende le informazioni effettivamente fruibili, accessibili e consultabili con comodi gesti multi-touch direttamente in cantiere.
