The growth of some advanced countries has shown a partial divergence in the last years. To which factors is due the creation of a gap between countries that before had the same per capita income? This work sustains that human capital is one of those. Following the theoretical line that goes from the works of Romer to the contribution of Benhabib and Spiegel, the impact of human capital is considered not as a simple additional factor of production, while as a richer contribution that passes through technological innovation, and the increase of productivity. An additional hypotheses is here formulated: that international specialization is one of the channels though which its impact is realized. A greater availability of human capital induces the economic system not only to a faster development of new technology, but also to the adoption of new technology and to the movement towards industries of higher technological content that use more intensively human capital. Following some previous empirical contributions a sectorial approach is assumed. After verifying the existence of a positive relationship between human capital and growth in a sample of European OECD countries, the effect of human capital on sectorial of higher technology is analysed.
La crescita dei Paesi avanzati ha mostrato negli ultimi anni una parziale divergenza. A quali fattori è possibile ascrivere l’apertura di un divario tra nazioni che venti anni fa avevano un reddito pro capite paragonabile? Questo lavoro sostiene che uno di questi sia il capitale umano. Seguendo la linea teorica che va dai lavori di Romer a un contributo di Benhabib e Spiegel, l’impatto del capitale umano viene considerato non come un semplice fattore della produzione, ma come fonte di contributo più ricco che passa per l’innovazione tecnologica e l’aumento della produttività. Una ipotesi aggiuntiva che viene qui formulata è che la specializzazione internazionale sia uno dei canali attraverso cui tale impatto si realizza: una maggiore disponibilità di capitale umano predispone il sistema economico non solo a un più rapido sviluppo di nuova tecnologia, ma anche all’adozione di nuova tecnologia e allo spostamento verso settori a maggiore contenuto tecnologico, che fanno uso più intensivo del capitale umano. Seguendo alcuni contributi empirici precedenti, si adotta un approccio settoriale al problema. Dopo aver verificato la relazione positiva tra capitale umano e crescita in un campione di paesi europei appartenenti all’OECD, si analizza l’incidenza del capitale umano sullo spostamento settoriale verso settori a maggiore tecnologia.
