L'Italia come hub europeo di distribuzione del gas naturale : scenari strategici futuri e valutazione di fattibilità

The following work was inspired by the National Energy Strategy (hereby referred as S.E.N) defined by the Italian government in 2013, and focuses on the part forecasting the realization of a gas distribution hub in our country. The purpose of this work is to define the likely future strategic scenarios regarding the European market, examining the possible obstacles to the hub implementation and, vice versa, the tools to support it; it also considers the likely economic and strategic impacts. Firstly, this work considered the forecasts and analyses presentend into S.E.N. and reports from international energy agencies to examine the “AS IS” energy context. Then forecasts on resource availability and global consumption of energy and resources in the long term were considered; once this framework was fully examined and undestrood, the most relevant aspects of S.E.N. regarding the international gas market (and the interventions needed to realize the European distribution hub in Italy) were analysed. Our analysis considers the opinions, criticisms and general sentiment of the operators working in the natural gas sector. These informations were collected with interviews on a group of operators and associations working in this sector, and allowed us to identify, together with the previously mentioned literature, obstacles and critical points that might prevent Italy from realizing the European gas hub, and also the potential tools that might support it.Various long term scenarios were defined, and the most likely was identified and carefully analysed; this led in turn to the definition of the interventions to be made in order to realize the “hub project”. The reference scenario does not exclude that our country will become a European natural gas hub, but it clearly states that the realization of this project requires the implementation of radical reforms on a national level, and also needs Italy and the various European countries to collaborate, while discussing with the stakeholders. Without a long period vision and the cooperation between the various subjects involved in the project, the hub realization might be seriously compromised.

Il presente lavoro trae la sua ispirazione dalla Strategia Energetica Nazionale (S.E.N), focalizzando l’attenzione sul punto che prevede la realizzazione di un hub europeo di distribuzione del gas naturale nel nostro Paese. Scopo dell’elaborato è delineare i probabili scenari futuri che riguarderanno il mercato europeo, individuando i possibili ostacoli alla realizzazione di tale hub nel nostro Paese e le leve a disposizione per la loro rimozione, nonché le ricadute economiche e strategiche. Partendo dalle analisi presenti nella S.E.N. e nei rapporti delle agenzie energetiche internazionali è stato innanzitutto esaminato il contesto. Sono state poi considerate le previsioni sullo stato delle risorse e sui consumi globali di risorse ed energia; sono stati analizzati gli aspetti più rilevanti della S.E.N. per quanto riguarda il mercato internazionale del gas naturale e gli interventi necessari a realizzare un hub del gas europeo nel nostro Paese. L’analisi considera anche il sentiment degli operatori legati al settore del gas naturale, tramite interviste effettuate su di un campione di operatori ed associazioni di categoria operanti nel settore del gas, che hanno consentito di individuare, assieme alla letteratura menzionata precedentemente, gli ostacoli e le criticità che potrebbero impedire la realizzazione dell’hub europeo del gas in Italia, così come le eventuali leve a disposizione per agevolarla. Si è infine arrivati alla definizione ed analisi di diversi scenari futuri; tra questi è stato individuato il più probabile che ha consentito di definire gli interventi da attuare per la realizzazione del progetto. Lo scenario futuro di riferimento non esclude che il nostro Paese possa diventare un hub europeo del gas naturale, ma indica chiaramente che la realizzazione di tale progetto richiede l’attuazione di riforme radicali a livello nazionale e la collaborazione tra l’Italia ed i vari Stati europei, senza dimenticare il coinvolgimento degli stakeholder. Senza una visione di lungo periodo e la collaborazione tra i vari soggetti interessati, la realizzazione dell’hub potrebbe essere seriamente compromessa.
