The thesis introduces the problem of Urban segregation that nowadays is affecting most of the cities all around the world. There are different kinds of Urban segregation , the main arguments have been studied in social fields taking into account several factors as economics, politics and ethnicity. One way of looking at types of segregation is to consider whether people are segregated voluntarily or not. This will can be related in some way with the economical status of the communities inside the cities. On one hand a voluntary segregation can be associated to the phenomenon of Gated Communities in which affluent people attempt to be apart from the city mainly looking for security and prestige. On the other hand the most vulnerable communities are constrained to live detached from the city and living in Slums. An Atlas is developed taking into account 100 examples of these two different realities aiming to explain how this social problem is also highly related with some formal features of the cities. In the built environment is common to see urban and suburban areas with gates across private roads and “buffer zones” of grass, derelict land express a mark of exclusion to non-residents with varying degrees of efficacy. At the same is also possible, in some parts of the world , to identify extended areas located in vulnerable zones usually originated in informal ways with a lack of an internal structure of roads. A Centrifugal and Centripetal kind of forces are acting in the two opposites poles. The first one, it is related with the Slums and its tendency is to expand in the direction of the external area but maintaining a lack of internal cohesion. In this case there is no will from the people outside to break this intangible boundary. The second force is associate with Gated Communities where everything is thought to be inside its strong edges but at the same time the walls keep out all the people that are not belonging to these communities. After the analysis the project aim is to balance these two “forces” acting in the Urban Segregation problem. The idea is to switch this tendency thanks to public areas , located in the surroundings of the segregated places. The same tool is used in different ways creating connection with the city : involving the people to go inside the slums and transforming the edge of the gated communities in a filter between the inside and the outside. One example of Gated Community and one of Slums are taken as a model for the developing of the project. The design focuses in a proposal of public space in the surrounding parts of the communities: Underlining the public external area in gated communities in order to have a connection with the outside and not only regard it as a marginal space and increasing the internal public spaces in the Slums to encourage the city to go inside , so creating some useful areas for who live in. The public spaces are managed through a conceptual and limitless grid that can be used in every shape. Basically this grid is represented by a structure of paths located in three different distances: 40 mt , 20 mt , 5 mt. These measures correspond to three different levels of relation between people : Public Distance in the biggest space, Social Distance in the medium one and Personal Distance in the smallest. Three different size of devices are located inside this characterized grid , the dimension of them display the type of function that could be used to relate the people in different proximities. These devices are not pretending to compete against the existent urbanization but their aim is to create some public spaces to improve in livability the current state. One of the “Public Distance” devices is a Ferries Wheel , used as a landmark for the entire project and as tool to have a visual connection with all the surrounding, even when the physical connection is not allowed.
Il lavoro di tesi affronta la problematica della Segregazione Urbana, un tema che - al giorno d’oggi - riguarda molte città nel mondo. Esistono diverse tipologie di segregazione urbana state studiate, soprattutto, in campo sociologico; le discussioni su questo argomento hanno preso in considerazione diversi elementi riguardanti l’economia, la politica e l’etnologia. Un modo per differenziare i tipi di segregazione è considerare se questa avviene volontariamente o meno. La differenza, la maggior parte delle volte, è relazionata con lo stato economico delle comunità segregate all’interno della città. Se da un lato è possibile associare la segregazione volontaria al fenomeno delle Gated Communities, nelle quali le persone benestanti tentano di distaccarsi dalla città alla ricerca di maggiore sicurezza e prestigio. Dall’altro lato, invece ,le comunità più vulnerabili ubicate nelle Slums sono in un certo senso costrette a vivere separate dalla città. Parte del lavoro di ricerca è costituito da un Atlas nel quale vengono presi di considerazione 100 esempi di queste due differenti realtà. Si vuole dimostrare che questo problema, apparentemente sociologico, è anche strettamente relazionato con alcune caratteristiche formali della città. Nelle zone urbanizzate è comune vedere, sia nella città che nella periferia, aree delimitate da cancelli e, all’interno, strade private. Le cosiddette “ buffer zone”, suoli abbandonati che hanno la finalità di enfatizzare il concetto di esclusione nei confronti dei non residenti. Contemporaneamente si possono identificare ,in alcune parti del mondo e sempre nelle aree urbanizzate, luoghi che si assestano in modo informale e spesso con mancanza infrastrutture organizzate in zone geograficamente vulnerabili. E’ possibile riassumere il comportamento di questi due diversi tipi di segregazione comparandole a delle forze Centrifughe e Centripete. Nel primo caso , la forza è relazionata con la slums e la tendenza che assume è quella di espandersi verso l’area esterna lasciando, però, al suo interno una mancanza di uniformità dal punto di vista formale.In questo caso non c’è nessuna volontà da parte delle persone che sono all’esterno di rompere questo limite intangibile. La seconda forza , quella centripeta , è associata alle Gated Communities dove ogni cosa è pensata per essere all’interno di un forte bordo, ma allo stesso modo le mura che la circondano allontanano tutto ciò che non appartiene alla comunità. Il progetto ideato a seguito di questa analisi ha come obiettivo quello di creare un equilibrio tra queste due “ forze” che agiscono nel fenomeno della Segregazione Urbana. L’idea è quella di capovolgere questo comportamento grazie all’utilizzo di spazi pubblici situati nelle zone limitrofe delle aree segregate.Lo stesso strumento è utilizzato in modi differenti ma ha come scopo quello di creare una connessione con la città: invogliando le persone ad andare all’interno nel caso della slums e trasformando il limite della gated communities in una zona filtro tra ciò che è dentro e ciò che è fuori ammortizzando il forte limite attuale. Sono stati presi come casi studio, per lo sviluppo del progetto, un esempio di Gated communities ed uno di Slums .Il progetto si focalizza su una proposta di spazio pubblico nelle zone limitrofe delle aree segregate. Enfatizzando , nelle gate communities, lo spazio pubblico in prossimità del limite affinché si abbia una maggiore relazione con ciò che è all’esterno e quindi non considerandolo solo uno spazio marginale. Nelle Slums invece l’aumentare degli spazi pubblici interni ha come obiettivo quello di incoraggiare le persone esterne a entrare ma anche di creare spazi utili per la comunità che abita il luogo. Gli spazi pubblici sono organizzati attraverso una griglia concettuale e senza limite che può essere adattata in ogni forma. Nella realtà questa griglia è rappresentata da una struttura di percorsi posizionati a 3 differenti distanze: 40 mt ,20 mt , 5mt . Queste misure corrispondono a tre diversi livelli di relazione tra le persone: Distanza Pubblica negli spazi più grandi, Distanza Sociale in quelli medi e Distanza Personale negli spazi più piccoli. Rispettando queste dimensioni sono stati localizzati in alcune parti della griglia tre tipologie di dispositivi , le loro dimensioni mostrano il tipo di funzione che può essere usata affinché le perone si relazionino tra di loro con diverse distanze. Questi dispositivi non si pongono in competizione con l’urbanizzazione esistente ma hanno come intento quello di creare spazi pubblici che rendano più vivibile la situazione attuale. Uno dei dispositivi relativi alla “ Distanza Pubblica” è la Ruota panoramica, utilizzata come landmark per l’intero progetto come strumento per poter avere una connessione visuale con la zona circostante, anche quando quella fisica non è consentita.
