The strange case of UNESCO site n. 94 : rock drawings in Valle Camonica. By a punctual actions to a systemic project

At the base of this thesis project, there is the first site in Italy to be recognized as UNESCO heritage in 1979: the rock drawings in Valle Camonica. So far, over 180 localities with rock drawings have been attested in the Valley, for a total of about 250,000 signs on over 2,000 rocks, over a chronological period of over 12,000 years. The motivations that have pushed me to deepen this theme are the uniqueness and the extraordinary nature of the site, due to the presence of a wealth of rock drawings, worldwide, among the most consistent and a period of time development unique in its kind for its extension. Significant for the site itself is also its marked territorial identity which was, and is, representative of an entire community. The thesis is divided into two parts, with the first dealing with the general context with in-depth analyzes dedicated to the territory in which I will go to work, with particular attention to the historical context. In the second part I analyze the 8 rock parks in the valley and the current management situation. Starting from the assumption that there isn’t a universal reference model, as a development process must take into account the specificities, as well as the type and extent of the site in question, my thesis project provides guidelines, then translated into four time steps, with a hierarchy of actions to be carried out. All the actions performed and clarified along the route are aimed at moving from punctual actions on the territory to the creation of a systemic project, which acts as a support for the re-launch of the site, starting from the establishment of a single entity responsible for the direct management and governance of the site, which allows a planning clear and unambiguous.

Alla base di questo progetto di tesi vi è il primo sito in Italia a essere riconosciuto come patrimonio Unesco nel 1979: le incisioni rupestri di Valle Camonica. In Valle sono attestate, fino ad ora, oltre 180 località con incisioni rupestri, per un totale di circa 250.000 segni su oltre 2.000 rocce, lungo un arco cronologico di oltre 12.000 anni. Le motivazioni che mi hanno spinta ad approfondire tale tema sono l’unicità e la straordinarietà del sito, dovute alla presenza di un patrimonio d’incisioni rupestri, a livello mondiale, tra i più consistenti ed un arco di sviluppo temporale unico nel suo genere per la sua estensione. Significativo per il sito stesso è anche la sua marcata identità territoriale che fu, ed è, rappresentativa di un’intera comunità. La tesi si articola in due parti, con la prima che si occupa del contesto generale con approfondimenti dedicati al territorio in cui andrò ad operare, con particolare attenzione all’ambito storico. Nella seconda parte analizzo gli 8 parchi rupestri presenti in Valle e la situazione odierna di gestione. Partendo dal presupposto che non esiste un modello di riferimento universale, in quanto un processo di sviluppo deve tener conto delle specificità, nonché della tipologia e dell’estensione del sito in oggetto, il mio progetto di tesi fornisce delle linee guida, poi tradotte in quattro passaggi temporali, con una gerarchizzazione delle azioni da mettere in campo. Tutte le azioni esplicitate lungo il percorso mirano al passaggio da azioni puntuali sul territorio alla creazione di un progetto sistemico, che funga da supporto al rilancio del sito stesso, partendo dall’istituzione di un unico ente responsabile della gestione diretta del sito, che permetta la pianificazione di una visione chiara ed univoca.
