The purpose of this Study is to describe the Milan tram network, examine the development scenarios also linked to the renewal of the fleet towards bidirectional vehicles, which anticipate the construction of tram hubs envisaged by the sectoral development plans of the network (PUMS of the Municipality of Milan, Basin Program approved by the TPL Agency and PUMS of the Metropolitan City of Milan) and redefine the crossings in the central area, evaluating the effectiveness of the measures from the point of view of users (expressed in terms of level of service offered) and encouraging the use of light transport modes compatible with the urban context, dedicated to covering short distances. This Research has its roots in the critical issues found on the Milan tram network by the local public transport services manager (ATM Spa), expressed in terms of load imbalances and service offer, which I have tried to remedy by proposing intervention strategies based on the segmentation of diametrical tram lines in transit in the central area and attributing a new function of radial connection to a single peripheral area, reorganizing the network structure in favor of a more flexible management of the service.
Lo scopo di questo Studio è quello di descrivere la rete tranviaria milanese, esaminare gli scenari di sviluppo legati anche al rinnovo della flotta verso mezzi bidirezionali, che anticipano la realizzazione di hub tranviari previsti dai piani settoriali di sviluppo della rete (PUMS del Comune di Milano, Programma di Bacino approvato dall’Agenzia TPL e PUMS della Città metropolitana di Milano) e ridefinire gli attraversamenti nell’area centrale, valutando l’efficacia dei provvedimenti dal punto di vista dell’utenza (espressa in termini di livello di servizio offerto) ed incentivando l’impiego di modalità di trasporto leggere compatibili con il contesto urbano, dedicati alla copertura delle brevi distanze. La presente Ricerca trova le sue radici nelle criticità riscontrate sulla rete tranviaria di Milano dal gestore dei servizi di trasporto pubblico locale (ATM Spa), espresse in termini di squilibri di carico e di offerta di servizio, alle quali ho cercato di porre rimedio proponendo delle strategie di intervento basate sulla segmentazione di linee tranviarie diametrali in transito nell’area centrale e attribuendone una nuova funzione di collegamento radiale ad una sola area periferica, riorganizzando l’assetto di rete a favore di una gestione più flessibile del servizio.
