The present research work analyzes the main instrument on which the current financial regulation (Basel II) is based: Value-at-Risk (“VaR”). In the first part of this thesis, we consider the VaR effect on portfolio choices. In this context, we prove that, in the presence of leverage effect, if a bank uses VaR to measure its own financial assets portfolio risk, it will invest more in riskier securities rather than another bank that doesn’t use VaR. This occurs for example if a defaultable asset is negotiated in the financial market (which price evolves according to a CEV model) and the bank is less risk-averse than a log-investor. In the second part of the thesis we analyze the VaR effect on financial markets stability. As shown in this research work VaR is able to increase markets volatility, making them less stable, because it enhances the endogenous risk. We also study the impact of Tobin tax adoption on financial markets stability. The obtained results show that volatility decreases, even if the endogenous risk effect is not so weakened. Currently other risk measures are able to overcome VaR weak points as Expected Shortfall and CoVaR, that financial regulators should consider in substitution of VaR. As pointed out in the present research work, indeed, the adoption of VaR by financial institutions emphasized the recent global financial crisis.
Nel presente lavoro di tesi è stato analizzato il principale strumento su cui è fondata l’attuale regolamentazione finanziaria (Basilea II), il Value-at-Risk (“VaR”). Nella prima parte della tesi è stato preso in esame l’effetto del VaR sulle scelte di portafoglio. In tale contesto, si è mostrato che, in presenza del leverage effect, se una banca utilizza il VaR per misurare il rischio del proprio portafoglio di attività finanziarie, investirà maggiormente nei titoli più rischiosi, rispetto ad un’istituzione finanziaria che non utilizza il VaR. Tale fatto si verifica ad esempio se nel mercato finanziario è presente un defaultable asset (il cui prezzo evolve secondo un modello CEV) e la banca è meno avversa al rischio rispetto ad un log-investitore. Nella seconda parte della tesi, invece, si è studiato l’effetto del Value-at-Risk sulla stabilità dei mercati finanziari. Quanto ottenuto evidenzia che il VaR è in grado di aumentare la volatilità dei mercati, quindi di renderli meno stabili, poiché incrementa il rischio endogeno. Inoltre, è stato analizzato l’impatto dell’imposizione della Tobin tax sulla stabilità dei mercati finanziari. I risultati ottenuti mostrano che la volatilità diminuisce, anche se l’effetto del rischio endogeno non è particolarmente attenuato. Attualmente esistono altre misure di rischio in grado di superare i punti deboli del Value-at-Risk, come l’Expected Shortfall e il CoVaR, che la regolamentazione finanziaria dovrebbe introdurre in sostituzione al VaR. Infatti, come è stato messo in luce da questa tesi, l’adozione del Value-at-Risk da parte delle istituzioni finanziarie ha accentuato la recente crisi finanziaria mondiale.
