The final aim of the research is to analyse the complex thematic of the disused railways areas, meant as a source of multiple opportunities of urban development, and to investigate on the Extreme West of the Italian region Liguria, taken as an explanatory case study. The first part of the paper highlights the strict connection existing between globalization, governance and the local and regional administrations' race towards attractiveness, through an in-depth examination of the studies made by experts of the international scene and the legislation in force. In particular, the legislative instruments with major potential in terms of urban and operational scope, namely the S.T.U., P.R.U.S.S.T. e P.I.I., are put to the foreground and properly explained. It is on this basis that the topic of the disused railways areas, as a rich soil for urban relaunch, is introduced. In order to complete that treatment, three among the most interesting examples of improvement of ex railways vacuum spaces, are presented with a specific reference to the relation between public administrations and private entities. The second part of the text is devoted to the West Liguria's railways, from its birth to the recent happenings, including the track-redoubling, the upstream displacement and the peculiar case of the new Sanremo passengers station. Later on, the sensible question of the reuse of the vacuum space left by the railways between Ospedaletti and Santo Stefano, is deepened both under the normative and implementation profiles. That articulated analysis has, as its conclusion, a case study on the urban and economical implications of the railways transformation's acts that taken and keep on taking place in Sanremo and Ospedaletti, and finally a forecast of the main evolutions deriving from a identical hypothetical intervention in the city of Bordighera.
Fine ultimo della ricerca è analizzare la complessa tematica delle aree ferroviarie dismesse intese come fonti di molteplici opportunità di sviluppo urbano, ed investigare sull'estremo ponente Ligure, preso come caso studio esplicativo. Attraverso un approfondimento su studi redatti da esperti della scena internazionale e del quadro normativo vigente, circa gli strumenti di trasformazione di vaste aree urbane, la prima parte del paper evidenzia la stretta connessione esistente tra globalizzazione, governance e corsa all'attrattività da parte delle amministrazioni locali e regionali. In particolare, vengono posti in primo piano e debitamente spiegati gli strumenti normativi con maggiori potenzialità in termini urbanisticooperativi, S.T.U., P.R.U.S.S.T. e soprattutto P.I.I.. Su questa base viene poi introdotto il tema delle aree dismesse ferroviarie in Italia, come terreno fertile per il rilancio urbano. A completamento di tale trattazione sono presentati tre tra i più interessanti esempi di valorizzazione di ex sedimi ferroviari, con specifico riferimento al rapporto tra pubblica amministrazione e enti privati. La seconda parte del testo è dedicata alla Ferrovia del Ponente Ligure, dalla sua nascita fino ai recenti sviluppi, inclusi il raddoppio dei binari, lo spostamento a monte, ed il peculiare caso del nuovo fabbricato viaggiatori di Sanremo. Successivamente viene approfondita la delicata questione del riutilizzo del sedime della linea ferrata tra Ospedaletti e Santo Stefano, sia sotto il profilo normativo che attuativo. Tale articolata analisi vede, come conclusione, il caso studio relativo ai risvolti sia urbanistici che economici degli interventi di trasformazione ferroviaria nelle Città di Sanremo e Ospedaletti, e infine, la previsione delle evoluzioni derivanti da un analogo possibile intervento nella Città di Bordighera.
