A study on the right to housing reveals the needy to face the topic of housing affordability. In fact, this is a topic which is currently likely to become a social issue. Globalization is strongly connected to our metropolitan cities: goods and individual mobility increases, lifestyles and needs change, new ways of living arise. The economic crisis is often seen as a brake on growth, but in reality it can turn into an opportunity to revitalize the research on new solutions and methods towards economic, environmental and social sustainability. Agaist this background, the problem of housing emergency comes to light. New policies designed to stimulate social housing provisions have to be improved in order to develop the supply of affordable housing. The Public Administration must recover its traditional role of promoting and financing housing initiatives. Public-private partnerships seem to be the best solution to share tasks and risks. The private actor collaborates as an investor, with means and resources, and the public body acts as a provider and supervisor of the process to protect general interest. The challenge is to achieve a rational approach towards social housing. This can be realized through an adequate financial balance between public contribution and private investment. Other European countries, such as Austria and the United Kingdom, have been good examples owing to the implementation of effective procedures and efficient management. Analyzing these models it is possible to identify problems in the Italian system and to outline guidelines to develop new housing policies towards the achievement of social and sustainable projects.
Una riflessione sul diritto alla casa rivela la necessità di affrontare il tema dell’accessibilità all’abitazione, questione che, in particolare negli anni recenti, rischia di diventare un problema sociale. La globalizzazione coinvolge lo scenario contemporaneo delle città metropolitane: aumenta la mobilità delle merci e delle persone, cambiano gli stili di vita e le esigenze, nascono nuovi modi di abitare. L’economia in crisi, spesso interpretata come un freno allo sviluppo, può trasformarsi in un’opportunità per rilanciare la ricerca di nuove soluzioni e metodi che investano sul tema della sostenibilità economica, ambientale e sociale. In tale quadro, emerge il problema della tensione abitativa, con cui devono misurarsi nuove politiche volte all’incentivazione del social housing, come strategia per potenziare la disponibilità di alloggi accessibili. Il tradizionale ruolo di promotore e finanziatore proprio dell’amministrazione pubblica necessita di essere riconfigurato. Le prospettive sono quelle di una partnership pubblico-privato, che consenta la ripartizione dei compiti e dei rischi ivi connessi: il privato viene coinvolto nella funzione di investitore, offrendo mezzi e risorse, mentre al pubblico resta l’incarico di provider e supervisore del processo, a tutela dell’interesse generale. La sfida per realizzare un razionale approccio operativo al social housing risiede quindi, in primo luogo, nell’individuazione dell’opportuno equilibrio finanziario tra contributo pubblico e investimento privato. Analizzando l’esperienza di Paesi, come Austria e Regno Unito, che hanno elaborato modelli procedurali e gestionali efficaci ed efficienti per affrontare la “questione casa”, è possibile individuare le criticità del sistema italiano e delineare prospettive evolutive delle politiche per la casa, per l’attivazione di progetti sociali e sostenibili.
