Il ruolo del paesaggio nella definizione di un piano urbanistico. Il caso di Montano Lucino

The Thesis wants to compare two different design hypothesis in the context of the PGT that is in approving phase by the municipality of Montano Lucino in the province of Como. The Thesis focuses on the new volumes of residential expansion proposed by the two parties, private operators and designers of the PGT, with the intent to highlight the important differences that distinguish them. The impact of the solution chosen will affect the development of a geographic area characterized by a strong environmental resource widespread where changes made by humans appear to be contained and concentrated along the motorway network. In assessing the impact, the two VAS conferences have played a positive role, having contributed to halve the volumes and improving the landscaping of the Areas of Residential Transformation, in particular those of the Pio Institute, the argument which I then discussed in the thesis.

La Tesi vuole mettere a confronto due diverse ipotesi progettuali nell'ambito del PGT che è in approvazione nel comune di Montano Lucino in provincia di Como. La Tesi focalizza l'attenzione sulle nuove volumetrie di espansione residenziale proposte dalle due parti, operatore privato e progettisti del PGT, con l'intento di evidenziare le forti differenze propedeutiche che le contraddistinguono. L'impatto che avrà la soluzione prescelta influenzerà lo sviluppo di un'area geografica fortemente caratterizzata da una risorsa ambientale molto estesa in cui le trasformazioni operate dall'uomo sembrano essere contenute e concentrate lungo la rete autostradale. Nel valutare l'impatto sul territorio, le due conferenze VAS hanno svolto un ruolo positivo, avendo contribuito a dimezzare le volumetrie e a migliorare l'inserimento paesaggistico delle Aree di Trasformazione Residenziale , in particolare su quelle del Pio Istituto , argomento che ho poi trattato nella Tesi.
