In recent times, the city of Milan has been involved in several urban renewal processes of some of the major abandoned areas, characterized by a manifest interest in ways of transformation that place architectural and urban design and sustainability at the center of redevelopment paths. This thesis proposes a strategy of intervention applied to the area of the former slaughterhouse of Porta Vittoria. Starting from an interpretative approach of the morphological and environmental context, the project is conceived as a meeting point between the morphological characters and the historical-environmental permanence of the former slaughterhouse, the potential of the ecological corridor that laps the area and the possible developments that arise from the interaction between these factors and the inclusion of new functions. The strategy is based on the reuse of existing buildings and the calibrated insertion of new volumes, according to a strategic design in which preserved and projected buildings combine to form a multifunctional district that consists, in particular, of an ecological service for the city, the workshops and the market of reuse and recycling “EX”, integrated with a residential quota and connected with a large linear park that also performs tasks of environmental mitigation. The objective of the project research is the opening of the area to social and ecological exchanges with the city and the territory, through the offer of a functional and typological mix of public spaces, according to a transformation strategy based on the comparison between environmental and climate problems, and the needs emerged as local processes “from below”, focused on recycling issues. The project of critical reuse, redevelopment and expansion of Building 12, former cattle market, renamed EX12, envisions a destination for “reuse and recycling workshops and market” and is intended as a social and ecological incubator based on the pedagogical and environmental functions it offers and on energy-saving climate strategies. The public role that the new ecological function assumes, at different dimensional scales and through architectural design, proposes a new relationship between material flows, environmental issues, inhabitants and the city.
I tempi recenti vedono la città di Milano impegnata in numerosi processi di rinnovamento urbano di alcune delle maggiori aree abbandonate, caratterizzati da un manifesto interesse verso modalità di trasformazione che pongano il progetto architettonico e urbano e la sostenibilità al centro dei percorsi di riqualificazione. Il presente lavoro di tesi propone una strategia di intervento applicata all’area dell’ex-Macello di Porta Vittoria. A partire da un approccio conoscitivo e interpretativo del contesto morfologico e ambientale, il progetto è concepito come punto di incontro tra i caratteri morfologici e le permanenze storico-ambientali dell’ex-Macello, le potenzialità del corridoio ecologico che lambisce l’area e gli sviluppi possibili che scaturiscono dall’interazione tra questi fattori e l’inserimento di nuove funzioni. La strategia si fonda sul riuso degli edifici esistenti e sull’inserimento calibrato di nuovi volumi, secondo un disegno strategico nel quale edifici conservati e di progetto concorrono a formare un quartiere multifunzionale che si compone, in particolare, di un servizio ecologico per la città, le officine e il mercato del riuso e riciclo “EX”, integrato con una quota residenziale e connesso con un grande parco lineare che assolve anche a compiti di mitigazione ambientale. L’obiettivo della ricerca progettuale è l’apertura dell’area agli scambi sociali ed ecologici con la città e il territorio, attraverso l’offerta di una mixité funzionale e tipologica degli spazi pubblici, secondo una strategia di trasformazione basata sul confronto tra i problemi ambientali e climatici, e i bisogni emersi come processi locali “dal basso”, focalizzati sulle tematiche del riciclo. Il progetto di riuso critico, riqualificazione ed ampliamento dell’edificio 12, ex mercato del bestiame, rinominato EX12, prevede una destinazione a “officine e mercato del riuso e riciclo” ed è inteso come un incubatore sociale ed ecologico fondato sulle funzioni pedagogiche e ambientali che offre e sulle strategie climatiche di risparmio energetico. Il ruolo pubblico che la nuova funzione ecologica assume, alle diverse scale dimensionali e attraverso il progetto architettonico, propone una nuova relazione tra flussi di materia, temi ambientali, abitanti e città.
