The mountain lands represent an invaluable cultural and environmental heritage for the Italian territory. In territorial policies, the mountains have often been mainly considered as a marginal and vulnerable area, strongly weakened by phenomena such as depopulation and land abandonment. The approach proposed in this thesis work instead aims to represent the mountain as a resource, a physical and intangible asset to be protected and enhanced. The context under study is located between the Bitto di Albaredo Valley and the Tartano Valley, in the Orobie Valtellinesi Alps in the province of Sondrio. This territory is characterized by typical agro-forestry-pastoral practices still partially active, in which the local community is strongly identified. Dairy production, together with the culture and agro-forestry-pastoral tradition, has allowed the sustenance of the high altitude lands over the years and still represents a fundamental element for the development of the entire rural and economic system of Valtellina. In this context, the mountain pasture is a traditional characteristic element that plays a central role for the processing of local products, for the local economy, for the local culture as well as for environmental protection. For this reason, the mountain pasture is considered here as a real useful tool for the enhancement and protection of the territory. The thesis is structured starting from a multi-scalar approach, proposing a system of strategic interventions aimed at safeguarding high altitude agro-forestry-pastoral practices through the protection and enhancement of local landscapes, the promotion of forms of sustainable use and tourism, the regeneration of the alpine pasture system in a multifunctional key and the strengthening of the relationships between the valley floor and the high lands, with the aim of reactivating the territory as a whole from an environmental, economic, cultural and social point of view
Le terre montane rappresentano un patrimonio culturale e ambientale inestimabile per il territorio italiano. Nelle politiche territoriali spesso la montagna è stata considerata principalmente come un’area marginale e vulnerabile, fortemente indebolita da fenomeni come lo spopolamento e l’abbandono delle terre. L'approccio proposto nel presente lavoro di tesi mira invece a rappresentare la montagna come una risorsa, un bene fisico e immateriale da tutelare e valorizzare. Il contesto oggetto di studi è situato tra la Valle del Bitto di Albaredo e la Val Tartano, sulle Alpi Orobie Valtellinesi in provincia di Sondrio. Questo territorio è caratterizzato da pratiche agro-silvo-pastorali tipiche ancora in parte attive, in cui la comunità locale si identifica fortemente. La produzione casearia, insieme alla cultura e alla tradizione agro-silvo-pastorale, ha permesso negli anni il sostentamento delle terre d’alta quota e rappresenta ancora oggi un elemento fondamentale per lo sviluppo dell’intero sistema rurale ed economico valtellinese. In questo contesto l’alpeggio risulta un elemento tradizionale caratteristico che svolge un ruolo centrale per la lavorazione di prodotti locali, per l’economia del territorio, per la cultura locale nonché per la tutela dell’ambiente. Per questo motivo l’alpeggio è qui considerato come un vero e proprio strumento utile alla valorizzazione e alla tutela del territorio. L’elaborato di tesi si struttura a partire da un approccio multi-scalare proponendo un sistema di interventi strategici volti alla salvaguardia delle pratiche agro-silvo-pastorali d’alta quota attraverso la tutela e la valorizzazione dei paesaggi locali, la promozione di forme di fruizione e turismo sostenibili, la rigenerazione del sistema degli alpeggi in chiave multifunzionale e il rafforzamento delle relazioni tra fondovalle e terre alte, con l’obiettivo di riattivare il territorio nel suo complesso dal punto di vista ambientale, economico, culturale e sociale.
