Nuove connessioni urbane. Un insediamento universitario nell'Insubria

The territory of the province of Varese is particularly rich and articulated, both as regards the resources relating to the entire natural and landscape system, and for the important industrial presence which has also caused many and different criticalities. The critical characteristics of the ecosystem that involves the Varese area are manifested, for example, by the presence of a regional ecological network (RER) no longer completely and adequately connected, due to a tumultuous urbanization and the consequent erosion of the natural soil in favor of the built one. Furthermore, the problems increase when all the infrastructures present are considered. While on the one hand they allow the activity of companies and mobility, on the other they create real barriers in the settlement structure, further fragmenting the natural system of the entire province. The new design exploration in the area of ​​the three lakes operates at the intersection between an emerging criticality that is configured with the possible disposal of the Whirlpool production center and the presence of the nearby University of Insubria which aspires to expand its size. The Whirlpool area, which covers over 420 square meters, develops within a naturalistic fabric of considerable thickness, at the intersection of the water basins of the lakes of Varese, Comabbio and Monate and adjacent to the natural reserve of the Brabbia Swamp. The company therefore has a heavy impact on a particularly interesting area of ​​the Varese area and together with the nearby railway it cuts off what remains of the naturalistic connection, threatening the habits of the native species of the swamp, and moving freely in the territory. Even from a landscape point of view, the plant cannot represent a problem, strongly damaging the image of the place. Finally, from the urbanistic point of view, the company, together with others, creates a considerable distance and fragmentation between the fabrics of the two countries, despite the administrative subdivision they are in fact territorially contiguous.

Il territorio della provincia di Varese si presenta par­ticolarmente ricco e articolato, sia per quanto riguarda le risorse relative all’intero si­stema naturale e paesistico, sia per l’importante presenza industriale che ha anche causato però molte e diverse criticità. I caratteri critici dell’ecosistema che coinvolge l’area varesina si manifestano, ad esempio, con la presenza di una rete ecologica regionale (RER) non più completamente e adeguatamente connessa, a causa di una tumultuosa urbanizzazione e la conseguente erosione del suolo naturale a favore di quello costruito. Inoltre le problematiche si incrementano se si considerano tutte le infrastrutture presenti. Esse, se da un lato permettono l’attività delle aziende e la mobilità, dall’altro creano delle vere e proprie barriere nella struttura insediativa frammentando ulteriormente il sistema naturale dell’intera provincia. La nuova esplorazione progettuale nell’area dei tre laghi opera all’incrocio tra una criticità emergente che si configura con la possibile dismissione del polo produttivo della Whirpool e la presenza della vicina Università dell’Insubria che aspira ad ampliare le sue dimensioni. L’area della Whirpool, che ricopre oltre 420 mq, si sviluppa all’interno di un tessuto naturalistico di un notevole spessore, all’incrocio tra i bacini idrici dei laghi di Varese, Comabbio e Monate e adiacente alla riserva naturalistica della Palude Brabbia. L’azienda va quindi ad incidere pesantemente su un’area particolarmente interessante del varesotto e assieme alla vicina ferrovia recide quel che rimane del collegamento naturalistico, andando a minacciare le abitudini delle specie autoctone della palude, abituate a muoversi liberamente nel territorio. Anche sotto il profilo paesaggistico ovviamente lo stabilimento non può che rappresentare un problema, andando a ledere fortemente l’immagine del luogo. Infine, sotto l’aspetto urbanistico, l’azienda, assieme ad altre, crea una distanza e una frammentazione notevole tra i tessuti dei due paesi, che nonostante la suddivisione amministrativa sono di fatto contigui territorialmente.
